Hayward Area Recreation and Park District is seeking an experienced, strategic, and visionary Finance Director to lead its financial operations and ensure long-term fiscal health. This executive role is vital to maintaining the District's strong financial position, overseeing budget development, financial reporting, resource management, and overseeing the Finance team. The Finance Director works closely with the District’s General Manager and Department Directors to provide sound financial guidance, ensuring responsible stewardship of public funds and sustainable financial policies. As a key member of the Executive Leadership Team, the Finance Director plays a pivotal role in shaping financial strategies, implementing best practices, and fostering transparency and innovation in financial management.

DEFINITION
To direct, plan, organize, and administer the activities and operations of the Finance Department, which is comprised of the Finance/Accounting Division including management of investments, budget, payroll, accounts payable/receivable, auditing; and to coordinate department activities with other District departments and outside agencies; and to provide highly responsible and complex administrative assistance to the General Manager.

DISTINGUISHING FEATURES
This is an Executive Department Head classification with full responsibility for the management of the Finance Division. Reports to the General Manager and receives administrative direction in terms of goals and outcomes. The position is reviewed in terms of results and accuracy.

Minimum Qualifications

Any combination equivalent to education and experience is likely to provide the required knowledge and abilities. A typical way to obtain the knowledge and abilities would be:

Education:

Graduation for an accredited college or university with a bachelor's degree in finance, public or business administration or a related field. A Master's degree is desirable, but not required.

Experience:

Six years of professional and responsible experience in municipal finance management or municipal administration, including at least five years in the supervisory capacity.
