Job Summary

This position will have you spending much of your time planning around the public and working with the public to provide recreational, programming, or special events services to the resident of Mohave County

Dynamic work environment with assignments high up in the forested Hualapai Mountain Park, or down in the sandy beaches of Davis Camp
(and everywhere in between).

Mohave County Public Works-Fairgrounds Division is looking to hire a Parks Planner located in Kingman, AZ.

Parks Planner -> Salary, Range 15 Steps 1-8 $23.26 - $28.61/hr.

Non-Traditional work schedule, due to working wherever the fun is happening.

Work weekends and holidays.

Available to be "On-Call" status.

Must be able to travel throughout different county locations. Working conditions would include but not limited to:

• Work does require traveling throughout the county while operating and handling a motor vehicle in adverse traffic conditions, weather, terrain, and altitudes ranging anywhere from 541 feet to up approximately 8,500 feet.
• Work outdoors performing moderate to strenuous manual labor in varying weather conditions, including strong winds, extreme heat to extreme cold temperatures.
• Possible exposure to smoke and heat due to the performance of firefighting activities.
  
• Involves exposure to exhaust and chemical fumes, oil, grease, hazardous materials, and loud noises from equipment.
  
• The ability to frequently be able to lift 25lbs up to 150lbs or more while operating heavy equipment.
• This position requires an equal amount of time spent standing, walking, sitting, climbing, stooping, kneeling, crouching, crawling, twisting, bending, climbing ladders, confined spaces, and tree trimming.

Essential Job Functions

• Develops and implements special events, special projects, and media events (including social media) to increase park usage and revenue using available resources including assigned park personnel and volunteers.
• Performs parks and recreation master planning; improvement and maintenance project scoping and programming; and strategic goals and objectives development.
• Supervises the activities of assigned staff to ensure that park maintenance and special projects are completed in accordance with division goals and program objectives.
• Assists in planning, scheduling, and coordinating programs, activities, and operations for personnel.
• Reviews the effectiveness of division services, conditions of park facilities, and monitors public demands and trends within the parks and recreation field.
• Maintains Division APWA/CAPRA accreditation program files and ensures compliance with current practices.
• Researches, composes, and submits grant proposals through various private, state, and federal grant programs.
• Surveys and studies other agencies and make recommendations for fees and charges for facilities and services.
• Assists in and coordinates activities and programs with other county, state, and federal agencies.
• Develops concession contracts to provide additional services and revenue sources at County parks.
• Prepares schematic drawings and renderings along with cost estimates and construction specifications, for park improvement projects.
• Assists in construction management by working with contractors to ensure construction projects are accomplished according to the plans.
• Assists the general public in the resolution of problems and situations and answers routine correspondence.
• Develops required reports, forms, brochures, newsletter articles, or other documentation and promotional material toward advancing customer awareness and use of parks services and amenities.
• Develops and tracks performance measures.
• Represents the division before community groups and leads discussions to obtain input on the local parks and recreation needs of the community.

Minimum Qualifications

Required Minimum Education, Experience, and Training:

• Bachelor's degree in parks and recreation, marketing. or business, public or recreation administration or a related field.
• Two (2) or more years of related administrative/recreational experience involving land use, parks or recreation program analysis, special event planning, marketing/media events, and planning. Prefer at least one year of supervisory or team leader experience.
• OR any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities will be considered in meeting the minimum qualifications.

Knowledge, Skills & Abilities

• Principles and practices of parks and recreation facility and operations planning, development, operation, and maintenance.
• Principles, practices, methods, techniques, and equipment used in park operations, facilities, maintenance, parks security, and law enforcement.
• County, state, and federal laws, rules, and regulations pertaining to parks and recreation facilities and operations.
• Building codes, water, and wastewater systems, herbicide and pesticide regulations, OSHA standards, and ADEQ rules and regulations related to the maintenance and construction of park and recreation facilities.
• Computing literacy to include use of word processing, spreadsheets, and graphics applications.
• Research, analysis, and evaluation techniques and report presentations.
• Principles and practices of leadership, supervision, training, and evaluation.
• Principles, practices methods, and techniques related to public relations within parks and recreation facilities.
• Budgetary, grantsmanship, and financial procedures and data processing applications.
• Effectively utilizing personal computers and applications in the performance of work assignments, such as word processing, excel spreadsheets, and graphics.
• Operating office equipment efficiently and effectively to include computers, tablet devices, smart phones, scanners, calculators, and other related equipment.
• Performing drafting, design, landscape architecture design, and freehand graphics.
• The safe operation and handling of motor vehicles in various types of weather and road conditions.
• Communicating and maintaining professionalism with the public, co-workers, and work contacts.
• Plan, organize, set priorities, assign, schedule, train, supervise, and evaluate work activities and to motivate and oversee assigned personnel effectively within prescribed budgetary requirements.
• Understand, interpret, and apply pertinent federal, state, and local laws, codes, and regulations and departmental procedures and rules.
• Work independently.
• Exercise judgment and discretion in matters of policy and procedure design and implementation.
• Perform research work, compile, and analyze data and statistical information and prepare and present clear and concise oral and written technical reports and recommendations.

$48,380.80 - $59,508.80 Annually
