Description
Grade 19 - Starting Annual Salary: $62,109.00. Rate of pay depends on qualifications.Job DescriptionJOB SUMMARYThe Senior Benefits Analyst is responsible for overseeing the education and assistance to employees and retirees while conducting the facilitation of the retirement process through completion. In addition this position performs administrative and professional functions to support the employee benefits programs.
ESSENTIAL FUNCTIONS- Manages the retirement process, does preliminary meetings with employees to review retirement options, and conducts and completes the retirement application from start to finish.
- Interpret and administer retirement plan documents.
- Educates and assists retirees and employees on benefits policies, procedures, and programs.
- Coordinates and monitors SAWS retirement benefit process by facilitating the appropriate application forms, explaining benefit plan information, and coordinating other arrangements for retirement under the Texas Municipal Retirement System (TMRS) and the SAWS Retirement Plan and other related benefit plans.
- Acts as a liaison between employees and providers for non-routine situations by researching, interpreting, and resolving issues and questions regarding benefits policies.
- Prepares, reviews, and analyzes reports, records, and documents for all insurance and retirement plans that are required for benefit program administration.
- Coordinates and assists in the development of customized benefits communication programs such as Open Enrollment meetings, Health Fairs, workshops, handbooks, and similar communications.
- Coordinates continuation of benefits for employees in the FMLA program.
- Assists authorized beneficiaries with life insurance claims.
- Assists employees with long term disability claims.
- Collaborates in the development of human resources and benefit programs, policies, and procedures.
- Conducts, prepares, and reviews benefits surveys and researches new trends and developments.
- Provides functional guidance by assigning and checking work performance of other assigned team members.
- Applies and interprets human resources, benefits plans, policies and procedures, human resources information systems requirements, and Federal, State and local legal requirements.
- Must comply with all HIPAA rules regarding authorized use, training, storage, disclosure and destruction of PHI.
- Performs other duties as assigned.
DECISION MAKING- Receives functional guidance from team leader and works under general supervision. The incumbent organizes and prioritizes work with periodic checks by team leader.
MINIMUM REQUIREMENTS- Bachelor's Degree in Human Resources, Management, Business Administration, or related field from an institution accredited by a recognized accrediting agency.
- Three years' experience processing or analyzing benefits or retirement programs, or related work.
- Valid Class āCā Texas Driver's License.
PREFERRED REQUIREMENTS- Certified Employee Benefits Specialist (CEBS) or Certified Benefits Professional (CBP).
JOB DIMENSIONS- Skilled in conducting analysis and interpretation of statistical data.
- Skilled in the use of personal computers, spreadsheet, database, and presentation software.
- Ability to communicate effectively with internal and external customers, consultants, attorneys, and vendors.
PHYSICAL DEMANDS AND WORKING CONDITIONSPhysical requirements include lifting up to 20 pounds occasionally. Subject to sitting and standing for long periods of time. Requires visual acuity, speech and hearing. Working conditions are primarily in an office environment with occasional field visits. May operate a company or personal vehicle to conduct field visits.
May be required to work hours other than regular schedule, such as nights and weekends.
