San Jose’s Human Resources Department offers key strategic support to the City and is responsible for the following core services:

The Employee Benefits team is comprised of eleven members which includes the Division Manager, two Senior Analysts, three Analysts, four Staff Specialists and one Principal Office Specialist. The Benefits team administers the City’s benefits programs including medical, dental, vision, employee assistance program, life, disability, flexible spending, voluntary insurance, and deferred compensation programs, as well as leaves of absence, new employee orientations, and a robust wellness program.

Position Duties

The Human Resources Department is recruiting to fill an Analyst (I/II) position within the Benefits Division.

The salary ranges for the Analyst I/II classifications are:

The salary ranges include an approximate five percent (5%) ongoing non-pensionable compensation. Actual classification and salary shall be determined by the final candidates’ qualifications and experience.

Effective the first full pay period of Fiscal Year 2025-2026, this position’s salary range will receive an increase by approximately 3.50%.

The Analyst position, with general supervision and guidance, will provide professional level administrative and analytic work in support of assigned duties. The position requires a motivated, positive, people-person with a strong work ethic and the ability to provide excellent customer service to City employees and retirees. Strong organizational and communication skills are also required. The candidate must be able to build effective working relationships with coworkers, employee representatives, key stakeholders in partner departments such as Finance-Payroll, Employee Relations, and IT, as well as with vendors. Attention to detail and Microsoft Excel proficiency is critical and the successful candidate must be able to handle multiple projects at once with a customer centric philosophy.

Minimum Qualifications

Education and Experience
Analyst I

A bachelor’s degree from an accredited college or university.

Analyst II

A bachelor’s degree from an accredited college or university AND two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.

Acceptable Substitution

Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration or human resources may be substituted for the education requirement on a year for year basis.

Job Expertise - Demonstrates knowledge of and experience with applicable professional/technical principles and practices, Citywide and departmental procedures/policies and federal and state rules and regulations.

Communication Skills - Effectively conveys information and expresses thoughts and facts clearly, orally and in writing; demonstrates effective use of listening skills and displays openness to other people's ideas and thoughts.

Computer Skills - Experienced at a proficient level, with common business computer applications including but not limited to: MS Outlook, MS Word, MS PowerPoint, MS Access, and MS Excel.

Experience with Excel formulas, Pivot Tables, and functions (including VLOOKUP) is preferred.

Experience with Human Resources Information Systems is also preferred.
