DescriptionThe vacancy is in the Flood division of the Department of Public Works.
This list will also be used for current and future vacancies in multiple divisions within the Department of Public Works. Under general supervision from the Public Works Supervisor, performs a full range of duties and/or leads, directs, monitors other workers in the performance of their duties. These duties are connected with the maintenance and/or repair of Streets, Facilities, Fleet, Parks, Forestry, Flood Control, LSNI, and/or Solid Waste/Recycling departmental operations. Performs duties such as overseeing and monitoring employees who are assigned tasks on a daily basis by a supervisor, while performing comparable duties working side by side with team members. Provides work performance measures to the employees under his or her direction in accordance with the level of expectation established by a supervisor or manager. Follows all safety procedures and monitors the employees under his or her direction to ensure compliance with said procedures. Ensures that best practices are followed for the protection of the employee and the general public. Performs manual labor and operates equipment when certified to do so. Monitors performance issues and reports misconduct to supervision for corrective action as consistent with City performance standards and expectations. Maintains daily reports for the supervisor and provides the supervisor with logs of the work assigned and accomplished by the employees he or she is leading/directing. In coordination and consultation with the supervisor, plans and coordinates the daily activities of those under his or her direction. This is a local 1716 union position. Hours of this position are 40 per week. Distinguishing Characteristics:
This is a non-exempt "working leader" position requiring the incumbent to work independently assigning duties and inspecting the progress of work performed by those under his or her lead/direction. This work does not involve supervisory responsibilities/functions, such as managing, prioritizing, training, evaluating or disciplining employees in their team.
Knowledge, Skills & AbilitiesThe examination will consist of a rating of your training and experience as contained on your application. It may also include a written test, an oral test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination is designed to measure:
Knowledge of: - Departmental best practices in the performance of routine operations and assignments.
- Maintenance and repair related tasks of Streets, Facilities, Fleet, Parks, Forestry, Flood Control, LSNI and/or Solid Waste/Recycling Operations.
- Safety practices in the operation of heavy equipment and trucks.
Ability to: - Perform in a team leadership role by utilizing modern leadership methods and techniques such as problem solving, project management, resource, etc. in accomplishing the assigned daily work with utmost efficiency and cost effectiveness.
- Establish and maintain effective working relationships with team members, other City staff and personnel, supervisors and managers, residents, and others encountered in the course of the work day.
- Communicate effectively with the assigned team to convey the departmental objectives and timetable for each assigned task.
- Promote collaboration among team members and maintain high morale.
- Coordinate manpower, equipment and financial resources in the most beneficial way to the benefit of the team members, the department and the City.
- Teach and instruct individual employees to enhance their value to the team, the department and the City; and to enhance their suitability for promotion and greater responsibility.
- Problem solve and overcome obstacles to complete the mission of the department.
Physical Demands and Working Conditions: Work in this class may be performed in a field environment with some travel from site to site and exposure to hazardous traffic conditions. Incumbents may be required to work outdoors in all weather conditions; to wear protective gear; to work with hazardous materials and power equipment; to be exposed to noise, dust, fumes, noxious odors, and gases; and to lift and carry heavy items (up to 50 pounds). Incumbents also may be required to work extended hours, evenings, holidays and weekends and be called back to work in accordance with the current contract. Incumbent must be able to work under the stress of stringent and critical time deadlines without sacrificing the quality of work, performance and efficiency otherwise required by the department.
Qualifications Open to all qualified applicants who meet the following qualifications: High School Diploma or GED and three (3) years of direct public works experience related to tasks and challenges associated with streets, facilities, fleet, parks, forestry, flood control, LSNI and/or solid waste/recycling operations.
A combination of training and experience within the private sector that demonstrates the knowledge, skills and abilities required to successfully perform the duties of the Public Works Team Leader position may be substituted for direct municipal public works experience.
A Valid Driver's License is Required. A valid Commercial Driver's license preferred.
