About the Positions The Department of Health Services (DHS) is currently recruiting for two full-time Alcohol and Other Drug Services Specialists. As an Alcohol and Other Drug Services Specialist, you will oversee the daily operations of the Driving Under the Influence (DUI) Program with DHS. These roles are integral to the program and working with the program staff to ensure proper scheduling, caseload distribution, and high-quality service to enrolled clients. Some additional duties for these positions will include:
- Tracking client progress through program phases to ensure compliance with relevant mandates
- Acting as a liaison for the DUI Program with courts, community partners, and contracted services
- Leading DUI prevention and outreach efforts, working with bars, restaurants, and the hospitality industry in our community
- Providing programmatic support to the staff members in the DUI program, including guidance on documentation, service standards, and compliance
- Conducting client services as needed, such as intakes, assessments, screenings, group, and individual educational sessions
- Preparing and analyzing reports that focus on enrollment trends, service delivery metrics, and program outcome summaries
- Applying and interpreting applicable laws, regulations, and internal policies within the DUI Program
As an ideal candidate for these positions, you will have previous case management experience, be knowledgeable of the impact of alcohol and other drugs on the individual, family, and greater community, and possess many of the following:
- A deep understanding of the nature of substance use disorder
- Proven experience providing trauma-informed services, practicing harm reduction, and motivational interviewing
- Extensive knowledge of relevant privacy and confidentiality laws and standards regarding alcohol and other drug services programs
- Skills in conflict management and de-escalation when interacting with clients
- Empathy and patience, with the ability to set clear boundaries
- Intermediate to advanced Microsoft Office skills, especially with data entry and database management
- An interest in conducting research, doing analysis, and solving problems that arise
- Bilingual in English/Spanish is desired but not required

This recruitment is being conducted to fill two full-time Alcohol and Other Drug Services Specialist positions in the Department of Health Services. This employment list may also be used to fill future full-time, part-time, or extra-help (temporary) positions as they occur during the active status of the list.

Minimum QualificationsEducation and Experience: Any combination of training and experience that would provide the opportunity to acquire the knowledge and abilities listed. A typical way to obtain the required knowledge and abilities would be either:
Three years of experience equivalent to the Sonoma County class of Alcohol and Other Drug Services Counselor II and academic course work that directly relates to the knowledge and skills listed, including college level coursework in sociology, psychology, alcohol and drug treatment and closely related fields. A bachelor’s degree in any of the areas described is highly desirable.
ORFour years of experience with responsibilities involving the development, implementation and administration of alcohol and drug treatment and education programs and academic course work that directly relates to the knowledge and skills listed, including college level coursework in sociology, psychology, alcohol and drug treatment and closely related fields. Special Qualification: All employees of this class must register, obtain, and maintain a Counselor Certification as defined by the California Code of Regulations, Chapter 8: Certification of Alcohol and Other Drug Counselors. Upon appointment to this class, employees will have six months to register and five years to obtain Certification from an ADP approved certifying organization whose curriculum includes a minimum of 240 hours of formal classroom training. Human Resources will waive the Counselor Certification requirement for licensed professionals (or registered interns) who successfully pass a written examination similar to that administered for Certification. This examination will be administered by the Sonoma County Human Resources Department, and will be designed to measure those areas included in the curriculum required for certification.
