EXAMPLES OF DUTIES

Under direction, supervises the engineering construction inspection of the City’s public works, harbor, gas distribution, and/or water/wastewater programs. Plans, supervises, organizes and assigns the work of Principal Construction Inspectors and Construction Inspectors assist with problems arising during construction; Inspects and approves, according to plans, specifications and contracts, all materials and construction work of the City’s public works projects, harbor, gas distribution, and/or water/wastewater programs; Notifies the Project Engineer of any deviation in materials or construction from the plans, specifications or contracts as awarded; Assists in drafting specifications for public works, harbor, gas distribution, and/or water/wastewater projects and performs constructability reviews; Assists in settling disputes arising between contractors and the City during performance of the contracts and handles public complaints; Assists with the preparation of project budgets; Ensures proper documentation and maintenance of records as may be required by City policy and funding agencies; May act on behalf of the Division Manager during his/her absence; Formulates change orders; Expedites construction work by means consistent with the contract and with sound construction practices; Provides information to contractors, the general public, and coordinates work with other City departments; Prepares written administrative reports and oral reports for presentation to department, management, the City Manager, City Commissions, the City Council and other public agencies; Performs other related duties as required.

Knowledge, Skills, and Abilities:


DESIRABLE QUALIFICATIONS: California registration as a professional Civil Engineer; Registration as an ICC certified Deputy Inspector with the City of Long Beach in the fields of pile driving, reinforced concrete, prestressed concrete, masonry, structural steel and welding; experience in pile driving, mass concrete and commercial building construction; knowledge of Geographic Information Systems (GIS).

Construction or inspection experience with natural gas operations regulated under Code of Federal Regulations Part 192 (CFR Part 192); certification in pipeline welding inspection; experience in PE fusion procedures, gas purging and tapping, cathodic protection, measurement and control systems, emergency response to natural gas related incidents are highly desirable.

A minimum rating of 70 must be attained in order to pass the examination. Certification by score bands will be considered based on analysis of exam results. The resulting eligible list will remain in effect for at least one year. Screening of applicants will be conducted on the basis of application and supplemental questionnaire submitted. Only those candidates showing the strongest backgrounds on the basis of comparative analysis will be invited to the examination process. Based on the number of applications accepted, the selection procedure may be changed. In the event a revision is necessary, the affected persons will be notified.
