Description

The Missouri Department of Mental Health, Division of Administrative Services, seeks a highly motivated and detail-oriented individual for an Agency Budget Senior Analyst position within the Budget Unit team. This is a Central Office position domiciled in Jefferson City.

The Agency Budget Senior Analyst position will be the lead analyst for fiscal note coordination, including but not limited to, tracking fiscal note activity, coordinating responses, and corresponding with outside agencies. This position is also responsible for evaluating and analyzing the department’s budget as it progresses through each stage.

Base salary up to $67,538 annually, commensurate with education and experience. Applicants eligible for time of service pay adjustment or shift differentials may exceed the salary range listed above.

Job duties include but are not limited to:

Budget

• Responsible for department budget analysis, preparation, submission, and coordination.
• Prepare responses to Office of Administration-Budget and Planning (OA-B&P), House and Senate Appropriations staff regarding the department’s budget.
• Meet with division staff monthly to discuss projections, fiscal needs, requests, and potential pending budgetary actions. Communicate needs to leadership.
• Track and monitor division expenditures to ensure sufficient appropriation authority and fund balances.
• Communicate with OA-B&P as needed related to budget tracking and approvals.

Legislative

• Responsible for fiscal note coordination and responses.
• Receive, log, and distribute all fiscal note requests from Legislative Research, Oversight Division to appropriate divisions within the department.
• Knowledge of department program operations and functions to determine distribution of fiscal note requests.
• Review fiscal note responses for accuracy and submit to leadership for approval. Communicate concerns to appropriate leadership as necessary.
• Provide fiscal note training and communicate updates to division staff.
• Review hearing schedules to ensure fiscal note responses are completed prior to hearings.
• Track passed legislation to ensure budget items are included in the department's budget request as necessary and that budget requests are consistent with fiscal note estimates.

Minimum Qualifications

Bachelor’s degree or higher from an accredited university or college and 2-4 years of relevant experience (Substitutions may be allowed) .

Knowledge, Skills & Abilities

• Knowledge of governmental accounting and research methods applicable to the budget process.
• Ability to effectively communicate verbally and in writing, with management, staff, other department/divisions.
• Solid organizational skills including attention to detail and multitasking skills.
• Knowledge of budgetary/fiscal and financial analysis software, including but not limited to Microsoft Office 365 software, MOVERS Enterprise Performance Management (EPM), MOLIS, and SAM II. Ability to learn new or updated software.
• Ability to forecast, analyze, and interpret financial data to identify trends and make recommendations as necessary.
• Knowledge of the principles and practices of public administration and of the legislative processes.
• Ability to work independently, setting priorities, managing workloads, proven ability to meet deadlines.
• Ability to relate budget and program analysis to agency goals and objectives.
