The Position

The Ventura County Probation Agency (VCPA) is seeking a Program Administrator II for the California Advancing and Innovating Medi-Cal (CalAIM) Justice Involved Initiative. This initiative aims to transform the Medi-Cal Delivery System to improve the quality of life and health outcomes of Medi-Cal beneficiaries, particularly the incarcerated population. The Program Administrator II will coordinate and track compliance with mandated CalAIM Justice Involved Pre-Release Services for youth housed at the Ventura County Juvenile Facilities (JF).
The candidate selected for this position will, under VCPA direction, coordinate and monitor the CalAIM Justice Involved Pre-Release Services for youth at the Juvenile Facilities. Additionally, this position will collaborate with all relevant stakeholders and provide support to the CalAIM project scope, objectives, and desired outcomes. Work is performed primarily onsite at the JF in Oxnard, CA. Two staff in this classification will cover seven days a week, excluding holidays.

The ideal candidate

An ideal candidate will have a basic understanding of the criminal justice populations and agencies serving the populations, excellent communication and interpersonal skills, and the ability to collaborate with stakeholders from various disciplines. This person will also have excellent organizational and time management skills, the ability to multi-task effectively, and possess strong analytical and problem-solving skills.

Payroll Title: Program Administrator II

The eligible list established from this recruitment will be used to fill current and future Regular, Temporary, Fixed-Term, and Intermittent vacancies for this position only. There are currently two (2) Regular, full-time vacancies in the Ventura County Probation Agency.

Program Administrator II is a Management classification and is not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB4 level.

Knowledge, Skills, and Abilities

Working knowledge of: California Advancing and Innovating Medi-Cal (Cal AIM), Medi-Cal eligibility, benefits, and application processes, knowledge of federal, state, local health regulations and confidentiality requirements, Juvenile Justice systems and the unique needs of justice-involved individuals.

Skill in: Analytical and critical thinking to interpret policy, evaluate data, identify trends, and recommend strategic improvements; leading and managing a program including planning, implementation, monitoring, and continuous quality improvement; standard office software (Microsoft Suite) and case management platforms and DHCS reporting portals; strong organizational and time management skills with the ability to meet deadlines and manage competing demands.

Ability to: communicate effectively both written and orally; to establish and maintain positive working relationships with justice-involved youth, families, partner agencies, and internal staff, to assess program performance and implement data-driven improvements, to adapt and adjust plans and strategies as needed to keep objectives on track, to learn the basic operations and workflow of the Juvenile Facilities and policies and procedures of VCPA.

SUPPLEMENTAL QUESTIONNAIRE - qualifying

All applicants are required to complete and submit the questionnaire for this examination at the time of filing. The supplemental questionnaire may be used throughout the examination process to assist in determining each applicant's qualifications and acceptability for the position. Failure to complete and submit the questionnaire may result in your application being removed from consideration.

APPLICATION EVALUATION - qualifying

All applications will be reviewed to determine whether the stated requirements are met. Those individuals meeting the stated requirements will be invited to continue to the next step in the screening and selection process.

TRAINING and EXPERIENCE EVALUATION

A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

NOTE: The selection process may consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence.

ORAL EXAMINATION - 100%

A job-related examination may be conducted to evaluate and compare participating applicants' knowledge, skills, and abilities in relation to those factors which a job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.

BACKGROUND INVESTIGATION

After successful completion of the examination process, certified candidates who have been invited to a selection interview and accepted a conditional offer of employment, will undergo a thorough background investigation that will include, but not necessarily be limited to, contacting personal, educational and business references, and Livescan fingerprinting for a criminal records check. Additionally, certified candidates will undergo a polygraph, psychological, and medical examination. Those entering the background process are required to provide a current (issued within the past 30 days) Department of Motor Vehicles printout (K4 - 10 year driving record) to the Background Investigator.
