Job SummaryThe purpose of this position is to manage the planning, direction, and coordination of activities related to transportation operations within the Transit Division and to prepare grant applications for federal and state transit monies. This is accomplished by developing operations and service plans, overseeing Transit Division employees, enforcing safety policies and procedures, preparing and administering federal and state grants, developing and monitoring budgets, and overseeing transit related services, including fixed route, ADA paratransit, as well as other transportation related services.
Hiring salary range: $84,635.20 - $107,910.40, depending on qualifications.
Full Salary Range: $84,635.20 - $131,185.60

Open until filledExamples of Duties- Determines operational, planning, and capital needs of the City transit system by developing long range plans for growth.
- Assists in the development and implementation of the Metropolitan Transportation Plan/Long Range Transportation Plan as required by the N.C. Department of Transportation.
- Prepares and administers federal and state grants by ensuring timely and accurate grant preparation.
- Ensures project funds are listed in the local and state Transportation Improvement Program (TIP).
- Plans for special routes and detours as needed.
- Assigns drivers, routes, and vehicles.
- Selects, trains, supervises and evaluates staff.
- Addresses performance and conduct issues.
- Monitors operations to ensure that staff members comply with the City's rules, safety procedures and government regulations.
- Prepares and implements the Transit Division budget.
- Reviews customer complaints and/or concerns; implements changes or resolutions.
- Ensures compliance with federal, state, and local regulations.
- Develops and implements service options by monitoring ridership on current routes.
- Supervises transit marketing and advertising system.
- Coordinates with Pitt Area Transit System and East Carolina University Student Transit Authority.
- Reviews bus route efficiency.
- Ensures route maps and schedules are available and accurate.
- Evaluates route or service expansions and ensures the operating budget is sufficient for expanded service.
- Performs related work as required.
Minimum QualificationsEducation and Experience:- Graduation from an accredited college or university with a bachelor's degree in transportation management, public administration, business administration, or closely related field; and
- Five to seven years of progressively responsible experience in all phases of transit management, supervision, grant writing and administration, and public relations;
or
- An Associate's degree in a related field; and
- At least eight years of progressively responsible experience in all phases of transit management, supervision, grant writing and administration, and public relations.
Knowledge, Skills, and Abilities:Knowledge of:
- principles and practices of public transit management, planning, and operations.
- rules and regulations affecting transit safety.
- federal, state, and local laws and ordinances that regulate the funding, operation, and maintenance of a public transit system.
- Americans with Disabilities Act (ADA), and applicable drug and alcohol regulations.
- how to promote safe work activities by conducting safety audits, attending safety meetings, or meeting with individual staff members.

- effectively communicate, both verbally and in writing, with individuals and groups.
- produce documents written in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- deal courteously and tactfully with the public.
- work effectively and professionally with citizen groups in explaining and interpreting transit policies and practices.
- serve as the City's Public Transit representative before local, state, and federal agencies or other groups.
- make presentations to the City Council or other special interest groups.

Special RequirementsValid N.C. driver's license or the ability to obtain within 30 days of hire.
