The Position

The current vacancy is in Ukiah, CA.

The list developed from this recruitment will be used for a limited period to fill open and promotional, regular full-time, and part-time positions throughout the County, should they occur. Pursuant to current bargaining unit agreements, employees regularly assigned to the coastal region or in Covelo are eligible to receive a 5% assignment premium .

Under direct supervision, inspects construction projects to enforce compliance with applicable codes, ordinances, and laws. Incumbents in this class perform basic building code inspections and assist in the review of construction plans. Incumbents conduct investigations of alleged violations of housing and building codes and ordinances. Incumbents in this class receive regular supervision within a framework of standard policies and procedures.

Job Requirements and Minimum Qualifications

Duties may include but are not limited to the following:

• Inspect structural integrity, electrical installations, mechanical installations, and plumbing on new construction, and alterations to existing construction to ensure compliance with building codes required by the state and local ordinances and laws.
• Assist with the review of plans for construction, alteration, or repair of residential, commercial, and industrial buildings to ensure compliance with applicable codes, ordinances, and laws.
• Perform office work including examining plans, scheduling workday, filing permits and plans, logging and issuing permits, answering telephones and other office duties as needed.
• Schedule appointments with contractors, agents and / or property owners for construction and/or alteration inspections at various phases of completion.
• Inspect setbacks from property lines and boundary determinations to ensure compliance with approved plans, codes, and ordinances.
• Approve projects meeting codes and issue appropriate permits.
• Post stop-work orders in response to complaints for unpermitted work, or work not conforming to plans, specs, or codes.
• Maintain records of inspections and actions taken.
• Act as information resource on building code compliance to contractors, builders, and the general public.
• Maintain and upgrade professional knowledge, skills, and development by attending seminars and training programs, and by reading trade and professional journals and publications.
• Prepare and maintain various reports and records, and compose correspondence related to inspection activities.
• May serve as backup for other positions within the unit.
• Perform other related duties as assigned.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

High school diploma or GED; and two (2) years of progressively responsible related experience in building inspection or full-time experience in any of the trades or profession directly associated with the structure of building construction: carpentry, electrical, plumbing, or HVAC work.;

OR

Completion of a Building Inspection Technology Program from an accredited vocational school or an accredited college or university.

Licenses and Certifications:

Valid Driver’s License.

Must obtain residential certification in at least two (2) of the following disciplines: Building(B1), Mechanical (M1), Electrical (E1), and/or Plumbing (P1) Inspection within 12 months of appointment. Must obtain the remaining two (2) residential certifications for a total of four (4) certifications (B1, P1, M1 & E1) within 24 months of appointment.

Note: Certificates must be issued and remain active by the International Association of Plumbing and Mechanical Officials (IAPMO) or the International Code Council (ICC). Alternative certifications recognized by IAPMO and/or ICC may be substituted if determined acceptable by Human Resources in conjunction with the department.

State law requires incumbents to complete 45 hours of continuing education for every three (3) year period, including 8 hours disability access requirements.

Knowledge, Skills, and Abilities

Knowledge of:

• California construction codes, zoning ordinances, and state and county health codes.
• Methods and safety standards of building construction.
• Principles and techniques of building inspection and structural design.
• Applicable laws, codes, regulations, and ordinances governing building construction and remodeling.
• Recordkeeping, report preparation, filing methods, and records management techniques.
• General office procedures, policies, and practices, as well as knowledge of computers and other general office equipment and associated software.

Skill in:

• Using tact, discretion, initiative, and independent judgment within established guidelines.
• Organizing work, setting priorities, meeting critical deadlines, and following up on assignments with a minimum of direction.
• Using computer technology and applications in the performance of daily activities.
• Communicating clearly and effectively, both orally and in writing.
• Applying logical thinking to solve problems or accomplish tasks.
• Understanding, interpreting, and communicating complicated policies, procedures, and protocols.

Mental and Physical Abilities:

• Read and interpret building plans, specifications, codes, and regulations.

• Learn, apply and enforce relevant codes and regulations relating to building construction.
• Establish and maintain effective working relationships with a variety of individuals.
• Add, subtract, multiply, and divide whole numbers, common fractions, and decimals.
• Read, analyze, and interpret professional periodicals and journals, technical procedures, and government regulations.
• Deal with problems involving several concrete variables in standardized situations.
• While performing the essential functions of this job the employee is frequently required to sit, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, speak and hear, and lift and/or move up to 10 pounds.
• While performing the essential functions of this job, the employee is occasionally required to walk, stand, and lift and/or move up to 15 pounds.

SALARY
Compensation is based on a five-step salary range, with annual merit-based increases within the salary range.

RETIREMENT

HOLIDAYS AND PERSONAL LEAVE
Mendocino County observes 11 paid holidays per year. Employees are granted 24 - 48 hours of personal leave annually, depending upon Bargaining Unit.

VACATION
Accrues at the rate of two weeks per year for three years. Three weeks per year after three years, four weeks after eight years and five weeks after 15 years.

SICK LEAVE
Paid sick leave accrues at the rate of 1.25 days per month, or 15 days per year. Accruals are pro-rated for part-time employees working at least 20 hours per week. Part-time employees working less than 20 hours per week, and extra-help employees receive up to 24 hours (or 3 days) of paid sick leave annually.

The County and the employee share the cost of an employee selected health care plan; enrollment in the plan includes $20,000 Life Insurance.
