THE IDEAL CANDIDATE

The Stanislaus County Department of Aging and Veterans Services is seeking a Community Health Worker II to work as a Medicare Counselor/Volunteer Coordinator in our Health Insurance Counseling and Advocacy Program (HICAP). The ideal candidate must be able to pass the bilingual certification, c omplete and pass the Health Insurance Counseling and Advocacy Program (HICAP) Medicare counseling class, be able to communicate with a diverse older population, have demonstrated experience working with and serving older adults and/or Veterans, and have a good working knowledge of Microsoft suite along with clerical skills. The candidate will also have excellent logistical and scheduling abilities in coordinating large and small outreach activities. Managing priorities and friendly and concise phone etiquette will serve the program well.

THE POSITION

HICAP provides free counseling to Medicare beneficiaries of all ages by phone, office visits, or home visits for home bound clients. The Medicare Counselor/Volunteer Coordinator assists the professional staff under supervision in a variety of community health insurance information functions. HICAP provides education presentations to organizations interested in health insurance issues affecting older adults. The Medicare Counselor/Volunteer Coordinator will schedule appointments for counselors, enter hours and track training, create volunteers’ schedules, and become a certified counselor within HICAP. The Medicare Counselor/Volunteer Coordinator is the first point of contact in the office and on the phone for older adults and/or their families seeking information and counseling for Medicare benefits.

Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Community & Health Services bargaining unit for labor relations purposes.

Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months.

This intermediate-level position, Community Health Worker II, may be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding) and performs related duties as assigned.
