DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Staff Analyst (Visual Designer), under the direction of TranStar’s Assistant Director, will function as the agency’s visual design lead and will support efficient operations of Houston TranStar, working on everything from digital graphics and website content to public awareness campaigns.

The Staff Analyst engages with internal and external stakeholders and will use their proven design skills to help communicate vital emergency information, create public education materials, and support branding for key regional transportation management and emergency operations partners, programs, and projects.

This role is in a fast-paced, mission-driven environment where digital creativity directly supports public safety and community awareness.

RESPONSIBILITIES:
The Staff Analyst will be responsible for but not limited to the following: This is a TIER 2 responsibility position with respect to disaster preparedness, response, and recovery. Most specifically, this means the selected candidate may be responsible for working - or being available to work - during natural disasters or significant emergency and special events.

This position requires passing a criminal background check and obtaining and maintaining federally mandated security clearances where required.

WORKING CONDITIONS
There are no major sources of discomfort, essentially normal office environment with acceptable lighting, temperature and air conditions. The individual has discretion about walking, standing, etc.

This is a Houston Public Works Emergency Management position at the Tier II Level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.

Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for year basis.

EXPERIENCE REQUIREMENTS
Three years of professional administrative, financial or analytical experience related to the type of work being performed are required.

Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

PREFERENCES

The successful candidate will possess the following skills:
• Bilingual skills preferred;
• Excellent written communication and visual storytelling;
• Communicate effectively in writing as appropriate for the needs of the audience;
• Proficiency in PowerPoint, social media tools, graphic design (example: Canva), website editing (example: WordPress);
• Creating Marketing and/or multimedia content for outreach;
• Can clearly adapt messaging and graphics for different audiences;
• Managing websites and public-facing communications.

Proficient with tools like:
• PowerPoint;
• Canva or Adobe Creative Suite;
• WordPress;
• MailChimp;
• Social media platforms.
