The candidate should be proficient in counseling employees, advising management, interpreting information, recommending actions, and building effective relationships at all organizational levels. The ability to train, supervise, and evaluate the work of subordinates is also preferred.
In this critical role, they will plan, organize, oversee, coordinate, and review the work of staff performing difficult and complex professional, technical, and administrative support related to the City's human resources program, including recruitment and selection, employee benefits administration, job analysis and classification, compensation, labor/employee relations, grievance administration, employee training and development, and general human resources administration. They will assist in coordinating assigned activities with other City departments, divisions, outside agencies, and the public; cultivate cooperative working relationships among City departments, divisions, and intergovernmental and regulatory agencies, and various public and private groups. Finally, they will provide complex and responsible support to the Human Resources Director in areas of expertise. Essential job duties include, but are not limited to, the following:
- Participates in the development and implementation of goals, objectives, policies, and priorities for the division; recommends within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures.
- Participates in the development and standardized procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and makes recommendations to the Director.
- Directs and coordinates the work plan for the assigned staff; meets with staff to identify and resolve problems; assigns work activities, projects and programs; monitors workflow; reviews and evaluates work products, methods and procedures.
- Participates in the selection of, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees on performance issues; implements discipline and termination procedures.
- Participates in the development and administration of the Human Resources annual budget; oversees the forecast of additional funds needed for staffing, equipment, materials, and supplies; oversees the monitoring of and approves expenditures; oversees and implements adjustments as necessary.
- Oversees and participates in developing, receiving, reviewing, and processing information for a variety of departmental, State and Federal mandated, and statistical reports and records; verifies accuracy and completion of reports and records; maintains accurate records.
- Administers the City's classification and compensation systems and plans; performs job audits and analyses; prepares and revises class specifications; conducts salary and fringe benefit surveys; analyzes data; recommends adjustments as appropriate.
- Provides staff assistance in employee relations, grievance and disciplinary activities; represents the City on behalf Human Resources Director in the administration of grievance and disciplinary procedures.
- Meets and confers with department staff regarding interpretations of memoranda of understanding and human resources policies and procedures.
- Maintains and oversees the maintenance of working and official departmental files.
- Serves as a liaison for the department with other City departments, divisions, and outside agencies; attends meetings in various locations; provides staff support to commissions, committees, and task forces; participates in community events and workshops that provide public information regarding departmental programs, projects, and services.
- Provides highly complex staff assistance to the Human Resources Director; develops and reviews staff reports and other necessary correspondence related to assigned activities and services; presents reports to various commissions, committees, and boards.
- Conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to assigned programs, policies, and procedures, as appropriate.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of public agency payroll accounting; researches emerging products and enhancements and their applicability to City needs.
- Monitors changes in regulations and technology that may affect assigned functions and operations; implements policy and procedural changes after approval.
- Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.
- Performs other duties as assigned.

Salary:
