Job Summary:

This role delivers advanced and strategic support to the Director of Utilities, assisting on all issues pertaining to planning of activities, policies, budget, capital improvement, organization, and management. Supports department strategic planning, research, and oversight of complex projects including process improvement initiatives. Executes complex administrative and operational initiatives. Directs, manages, supervises and coordinates the activities and operations of the Utility Application Services, Customer Experience, Utility Billing and Utility Accounting Divisions including budget, human resources, purchasing, safety, workers' compensation, fiscal, records, and information systems programs and services. Supervises and directs assigned supervisory, professional, and administrative staff; collaborates and coordinates activities with other divisions, departments, and outside agencies to meet strategic goals and objectives of the Department of Utilities. Drives performance improvements that enhance revenue management, accountability, and the overall customer experience for the City of Loveland's Electric, Water, Wastewater, and Pulse Fiber Internet utilities.

This is an exempt position with an annual salary range of $172,900.62 - $250,705.94, hiring range of $172,900.62 - $211,803.28, depending on qualifications and experience. This opportunity will be available to applicants until Friday August 14, 2025, 12:00 P.M. M.S.T.

Essential Functions:

• Plan, direct, coordinate, and review the work plan for assigned divisions/staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
• Oversee the development of rates and charges for water, wastewater, electric, and broadband services, using industry best practices.
• Oversee the development and implementation of a comprehensive communication and customer service strategy for the department, in coordination with the City's department of Communication and Engagement.
• Oversee development of annual department budget of more than $250 million
• Oversee technology applications, asset management, and internal technical support functions, in coordination with the City's IT Department.
• Lead stakeholder and board/commission engagement and communication
• Coordinate strategic initiatives and problem solving with other city departments.
• Coordinate and implement a variety of utilities projects, programs, and initiatives.
• Coordinate Utilities asset management functions
• Direct the development and implementation of long-term goals, policies, and system enhancements for assigned divisions, ensuring alignment with organizational priorities and regulatory requirements, fostering interdepartmental collaboration, and driving performance improvements that enhance revenue management, accountability, and the overall customer experience.
• Manage and participate in the development and implementation of goals, objectives, policies, and priorities for the Department of Utilities; conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to existing departmental programs, policies, and procedures as appropriate.
• Assist in monitoring and evaluating the efficiency and effectiveness of service delivery methods and procedures; recommend, within department policy, appropriate service, and staffing levels.
• Provide leadership and supervision; establish performance goals for employees; coordinate and participate in recruitment, selection, and training, assignment of work, management, discipline and termination of personnel.
• Ensure that the City is in continuing compliance with applicable laws and regulations.
• Establish positive working relationships with representatives of community organizations, boards and commissions, federal/state/local agencies and associations, management, staff and the public.
• Prepare professional presentations on complex topics for a range of stakeholders, including the City Council.
• Act on behalf of the Director in his/her absence.

Other Job Functions:

• Prepare a variety of complex correspondence, memoranda, studies, and administrative staff reports, including agenda items.
• Review departmental reports, correspondence, and documents for completeness, proper punctuation, grammar and spelling, and compliance with established guidelines.
• Comply with established safe work rules.
• Report all accidents and injuries immediately and cooperate in all accident and injury investigations, supplying full and complete information. Submit recommendations for Safety and efficiency, as well as report defective equipment and unsafe conditions.
• Must understand duties in case of community emergencies (e.g. natural disaster, fire, flood, blizzard, etc.).
• Provide public protection from unsafe conditions and hazards.
• Comply with all Policies, Protocols, and Procedures.
• Performs other duties as assigned.

• Oversees department and is responsible for high-level strategic decisions, formulating, administering, and communicating policies and procedures.
• Develops and implement plans and objectives for the department in an effective and innovative manner.

• Collaborates with director leadership team to develop innovative solutions and propose those to senior leadership.
• Regularly advises, interacts, communicates, and collaborates with executive leadership, reporting directly to the City Manager or Deputy City Manager.
• Ownership of short to long-term strategy execution and operational direction in alignment with policy and executive leadership objectives.
• Develops, coordinates, and maintains strategic and operational plans consistent with the company's strategic direction.
• Oversees and reports on results to senior management.
• Retains a diverse, highly qualified staff and provides career coaching, growth, and personal development for direct/indirect report employees.

Qualifications:

Education:

• Required: 4 Year / Bachelors Degree in Public Administration, Finance, Natural Resources, Engineering, or a closely related field
• Preferred: Graduate Degree in Public Administration, Finance, Natural Resources, Engineering, or a closely related field

Experience:

• Required: 5 Years experience of progressively responsible oversight & leadership in utility, municipal government, business, accounting, and/or related field.
• Required: 3 Years supervisory experience.

• Implement and lead process improvement using Lean or similar methodologies

• Complete knowledge of city and department policies, procedures, and operations.

Physical Demands and Working Conditions:

• Frequent: Minimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or standing as needed and minimal.
• Occasional: Light to moderate physical effort that includes frequent standing or walking or maintaining arms and hands in the same position for repetitive tasks. Frequently works with light objects and light hand tools.

Working Environment:

• Frequent: Exposure to routine office noise and equipment.
• Occasional: Exposure to hazards typically found in general office environments where there is rarely to no exposure to injury or accident.
• Occasional: Exposure to hazards that are predictable or well protected against.
