Overview

The Larimer County Department of Health and Environment (LCDHE) is seeking a highly skilled and experienced Emergency Preparedness and Response Coordinator to lead our efforts in coordinating disease outbreaks and enhancing emergency response strategies!

Larimer County is located in north central Colorado, encompassing 2,634 square miles and a population of about 371,000 residents. It is known for its lovely geography (Rocky Mountains, rivers, foothills), year-round outdoor activities (300 days of sunshine!), Colorado State University, and welcoming communities. The health department’s Emergency Preparedness & Response Program is actively engaged in collaborating with government agencies, healthcare organizations, and community partners to prepare for, respond to, and recover from natural disasters, technological failures, manmade crises, public health emergencies, and acts of terrorism. The Program also manages a new branch of the Rocky Mountain Medical Reserve Corps, and oversees the Health & Medical Services Branch (HMSB, formerly known as ESF-8) in the Larimer Regional EOC during disasters.

The standard work schedule for this position is Monday through Friday, 8:00 AM to 4:30 PM. During the initial six-month probationary period, the individual hired may telework up to one day per week, if business needs allow. After successfully completing the probationary period, the individual may telework up to two days per week, depending on business plans and operational needs.

This is a limited-term position, with employment continuing as long as funding remains available. While the role is not permanent, there is no fixed end date, and it may be extended or concluded based on the availability of funds.

Responsibilities

What you'll be doing:

• Fulfills local and regional deliverables as required in the state Public Health Emergency Preparedness (PHEP) contract.
• Acts as a subject-matter expert to HMSB partners regarding emergency-preparedness and response.
• Oversees the Health Alert Network (HAN) system to alert partners to a situation that potentially affects the public’s health and safety, and develops health alerts as necessary.
• Participates in emergency planning and preparedness activities and exercises in conjunction with pertinent HMSB partners.
• Coordinates the department’s 15-member Emergency On-Call Team, which responds to incidents after normal business hours, on weekends, and during holidays.
• Serves in a leadership role to support the HMSB’s efforts when the Larimer Regional EOC is activated for an emergency or disaster.

What we're looking for:

• Hands-on experience establishing, maintaining, and strengthening successful working relationships with government entities, healthcare organizations, and community partners.
  
• Leadership experience in responding to a variety of natural disasters, technological failures, manmade crises, public health emergencies, and acts of terrorism.
  
• Experience in applying tenets of the Incident Command System in real-world disasters, as well as experience working in a city or regional Emergency Operations Center.
  
• Knowledge of and real-world experience in using various technologies in disaster response-and-recovery efforts, including situational awareness platforms (WebEOC, Discord), alert/notification systems (CodeRED, ReadyOp, HAN), communications (800MHz, Satellite Radio), scheduling (SignUp Genius), GIS, and data management.
  
• Experience in managing a volunteer-based, emergency-response team (or strike team), including recruitment, retention, training, and field deployment.

• Bachelor's degree from an accredited college or university in Environmental Health, Public Health, or Emergency Management related fields, required.
• Three (3) years of professional experience working at a state or local public health agency, emergency preparedness, emergency management, or directly related field, with duties and similar responsibilities related to emergency preparedness and response required.
• Possess reliable transportation to be able to work in any County, State, or Regional facility as needed and required.
