The City of Citrus Heights is seeking a Human Resources Manager t o plan, organize, direct and coordinate the activities of the Human Resources Division within the Administrative Services Department. The Human Resources Team consists of five staff: 1 Senior Management Analyst, 1 Management Analyst II, 2 Human Resources Technicians, and 1 Senior Payroll Technician. The Human Resources Team is responsible for a wide range of human resources, payroll, and risk management responsibilities including: benefit and salary administration, recruitment and selection, employee safety and health, employee and labor relations, workers’ compensation, leaves administration, and payroll. The incumbent will coordinate these activities with other divisions and departments and provide highly complex assistance to the Administrative Services Director.

The ideal candidate will possess skills in, and have professional experience with:
- Employee Relations: Experience with investigations, progressive discipline, and coaching will be helpful in this role
- Labor Relations: The City will be entering into contract negotiations with its two bargaining units in early 2026.
- Staff Development/Succession Planning: There is an interest in developing more robust staff development and succession planning efforts for the City.
- Tyler MUNIS: The City recently implemented the Human Resources and Payroll modules in Tyler MUNIS.
- NEOGOV: Experience using NEOGOV products including Insight, OHC, and Onboard will be helpful in this role.

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience :
Five years of increasingly responsible experience in public human resources administration, including two years of supervisory responsibility.

Training :
Equivalent to a Bachelor's degree from an accredited college or university with major course work in public administration, business administration, human resources management or a related field. Master’s degree in a related field is desirable.

License or Certificate :
May need to possess a valid California driver’s license and proof of automobile liability insurance as required by the position.
