Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Supplemental Questionnaire : A properly completed Supplemental Questionnaire must be submitted with each application. Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00:00 p.m. on the Last Day for Filing. Failure to submit the Supplemental Questionnaire will result in disqualification.

THE POSITION

This classification specification describes the journey level of the Employee Benefits Technician classification flexibly-staffed series. Incumbents of this classification, under direction, enroll and provide ongoing assistance to Alameda County employees with benefits that include Medical, Dental, Vision, Life and Disability plans, Flexible Spending Accounts, County Allowance (Employer Credit), and other voluntary benefits, Vacation Purchase, Family & Medical Leave Act (FMLA), and other related leave plans, Commuter Benefit Plan; and perform other related duties as assigned.

This classification is part of a two-level flexibly-staffed class series of the Employee Benefits Technician classifications. Incumbents in this position are located in the Employee Benefits Center of the Human Resource Services Department. Responsibilities encompass a variety of activities, such as providing benefits orientation and ongoing benefits assistance. The class of Employee Benefits Technician II is distinguished from the next lower one of Employee Benefits Technician I in that the former class is the journey level in the series and, under direction, performs the full range of duties and responsibilities with the further requirement for independent judgment and skill in the performance of all assignments. Employee Benefits Technician II’s are expected to work independently with less need for supervision.

This class series is further distinguished from the Employee Benefits Specialist in that the latter handles the more complex benefits administration duties and functions as a lead in the center.

IDEAL CANDIDATE

Alameda County's Human Resources Services Department-Employee Benefits Center, is seeking qualified individuals to serve in the position of Employee Benefits Technician II. Employee Benefits Technician II's work in a fast paced call center environment providing information to County Employees in the following areas but are not limited to the following:





MINIMUM QUALIFICATIONS

EITHER I

Experience:

The equivalent of one (1) year of full-time experience as an Employee Benefits Technician I or Senior Retirement Technician in the Alameda County classified service.

OR II

The equivalent of four (4) years of full-time experience processing and explaining employee health and welfare-related benefits in a benefits program or department of a private or public organization.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:
A review of applicants' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. A review of the supplemental questionnaire to determine best qualified. Those candidates considered the best qualified will move on to the next step in the examination process. An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.
CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
