DEFINITION Under the general direction of the Airport Manager, plans, organizes, and coordinates the operation and maintenance activities of the Livermore Municipal Airport and performs other duties as assigned.
DISTINGUISHING CHARACTERISTICS The Assistant Airport Manager is distinguished from the Airport Manager position in that the latter has overall responsibility for an entire division, including the division’s leadership and administrative responsibilities.
SUPERVISION RECEIVED General direction is provided by the Airport Manager.
SUPERVISION EXERCISED Provides supervision to all technical and temporary employees assigned to the Airport.
Examples of Important and Essential FunctionsAdministrative Functions
Recommends and implements goals and objectives; establishes performance standards, guidelines, and methods for airport; assists in the development, implementation, and administration of airport policies, procedures, and programs; assists in the development, implementation, and administration of current and new programs and policies; participates on Department and City-wide committees; coordinates activities with other divisions or departments as well as external customers; answers questions and provides information to the public, outside agencies, and other City personnel; implements, administers, and maintains automated software systems related to operations; awards, administers, and monitors contracts and reviews work for completeness and City compliance; and represents the Airport in the Manager’s absence or as assigned, including to outside agencies, interested groups, and various elected bodies.
Operations and Compliance
Inspects and monitors airport facilities and grounds for compliance with all applicable Federal Aviation Administration (FAA) regulations, state and local laws, and airport policies to ensure safe airport operations; coordinates emergency response with other city departments and outside agencies; performs hangar inspections and ensures compliance with Municipal, State and FAA regulations; as assigned, provides staff support to the Airport Advisory Commission or other advisory bodies; assists in the evaluation, development, and implementation of emergency response plans, coordinates with local emergency services, and conducts regular drills; and investigates operational complaints, recommends corrective action as necessary and prepares various reports on operations and activities.
Maintenance and Infrastructure
Organizes, and coordinates the operation and maintenance activities of the Livermore Municipal Airport; develops and administers the section’s preventative maintenance program; supervises maintenance programs for airport facilities, runways, taxiways, and equipment, coordinating necessary repairs and improvements; assists in planning and managing capital improvement projects, ensuring timely completion within budget; and administers and oversees the section’s preventative maintenance program.
Tenant and Community Relations
Acts as a liaison between airport administration and tenants, addressing concerns, facilitating lease agreements, and fostering positive relationships; represents the airport at public meetings, engages with community stakeholders, and addresses noise abatement and environmental concerns; ensures compliance with local noise abatement procedures and briefs pilots on quiet flying techniques; and quickly responds to and resolves citizen noise complaints.
Financial and Grant Management
Assists in the preparation and management of the airport's budget, monitoring expenditures, and identifying opportunities for revenue growth; coordinates processes with the Finance Division for internal service billings in support of the Senior Financial Clerk as required or assigned; administers internal and external contracts; reviews work for City compliance, and recommends annual equipment and material purchases to the Airport Manager; implements improvements and modifications; prepares cost estimates for budget recommendations and the purchasing of equipment and vehicles; submits justifications for expenditures; and monitors and administers expenditures; and administers the Federal Aviation Administration (FAA) Federal Grants program, including formulating the Airport Capital Improvement Plan (ACIP), budgeting for grants, coordinating with the city’s Capital Improvement Plan, and ensuring compliance with all federal and state reporting requirements.
Economic Development and Business Growth
At the direction of the Airport Manager, works to attract and retain aviation-related businesses; supports initiatives that enhance the airport’s revenue potential and positions it as a key economic asset for the City; and assists in the identification of opportunities for revenue growth.
Noise Program
Manages the airport’s Noise Abatement, Monitoring, and Concerns Program as well as the preparation of weekly, monthly, and annual reports of noise monitoring and submitted concerns. coordinates noise mitigation efforts; maintains the airport's noise monitoring program and quickly responds to and resolves citizen noise complaints; and promotes compliance with local voluntary noise abatement procedures and briefs/educates pilots on quiet flying techniques.
Supervisory Functions
Recommends for hire, trains, and evaluates employees assigned to the Airport; schedules and monitors the work of staff; plans and schedules work assignments; monitors timecards and all employee leave balances; evaluates operations and activities; develops benchmark standards for performance measures and promotes continuous improvement; and ensures safety training of all staff and that the work environment is following safety standards.

Principles, practices, materials, and standards used in the area of assignment; modern supervisory practices and principles; equipment, tools, and materials used in the Airport industry; principles and practices of supervision, training, and performance evaluations; principles of budget development, administration, and expenditure control systems; principles, practices, rules, and codes relating to work safety management; pertinent local, State and Federal laws, ordinances and rules; knowledge of the Federal Aviation Administration Airport Improvement Program and Grant Funding mechanisms.

Organize, implement, and direct operations and activities of a municipal Airport; schedule, coordinate, supervise, train, and evaluate assigned staff; assist in the development and monitoring of the Airport budget; effectively work with regulatory agencies; develop policies and procedures related to assigned operations; identify and interpret technical and numerical information; observe, problem solve, and research operational and technical policy and procedures and make sound recommendations; establish and maintain effective working relationships; communicate clearly and concisely, both orally and in writing; maintain required work logs, records, and related operational and maintenance data; prepare clear and concise written reports; manage databases and programs for the assigned section; and exemplify an enthusiastic, resourceful, and effective customer service attitude with all who are contacted in the course of the work.

Experience, Education, and Training Guidelines:
Any combination of experience, education, and training that would provide the best-qualified candidates. A typical way to obtain knowledge, skills, and abilities would be:
Experience : Four years of progressively responsible, journey-level related experience in public works or airport management, with a demonstrated, strong knowledge of airport operations, maintenance, security, and FAA regulatory compliance; strong leadership and personnel management skills; excellent communication and interpersonal skills; proficiency in budgeting, financial analysis, and project management; ability to respond effectively to emergencies and coordinate with multiple departments and external agencies; Knowledge of airfields, airfield design, airport administrative functions, and airport flight patterns and operations is preferred. and at least two years of lead or supervisory experience. Experience in grant administration, including federal and state grant programs, Public Sector contract management, and tenant relations is preferred.
Education : Equivalent to graduation from high school, supplemented by specialized training or college coursework related to the assigned section. A bachelor’s degree in aviation management, Business Administration, Public Administration, Economic Development, or a related field is preferred.
Training : Any recent training, such as academic courses and certification programs, that are relevant to this job classification.
Certifications and Licenses : Accreditation from the American Association of Airport Executives (AAAE) and a pilot’s license are desirable
Other Requirements: Must possess a willingness and ability to work the hours necessary to complete the job; be available on-call for emergencies, travel to and attend conferences, meetings, seminars, and courses during both work and non-work hours.
Special Requirements : Essential duties require mental and/or physical ability to: work in a standard office environment and field environment; operate a computer; converse over the telephone, often over loud noises; detect and differentiate noises at job sites.
