Job Characteristics ***OPEN & PROMOTIONAL JOB OPPORTUNITY*** HUMAN RESOURCES MANAGER The City of Concord Human Resources Department is looking for a seasoned employee and labor relations professional to serve as the Human Resources Manager. This position is required to come into the office full time, and is not eligible for a hybrid schedule.
The Human Resources Department: The City of Concord’s Human Resources Department has the primary role of supporting the organization by providing human resources-related support services to more than 380 full-time employees, along with many part-time employees, seasonal employees, and volunteers that serve the City. We are a team of nine full time staff who strive to deliver exceptional customer service and support to the organization by providing responsive service that is both cost-effective and innovative.
What you will be doing in this role: In partnership with the Director of Human Resources, the Human Resources Manager will lead the City's Employee and Labor Relations efforts. As a working manager, this position will serve as a primary resource and partner on employee matters across the organization, providing guidance on employee discipline, grievances, and administrative investigations into workplace disputes and alleged misconduct. This position will also provide critical support to management during labor activities, promoting ongoing communication, fostering strong working relationships with union representatives and proactively resolving issues early. This will include taking part in negotiations as a member of the City's bargaining team. Additionally, this position will oversee the Department's Benefits Administration and Training and Organizational Development programs; the Human Resources Manager may oversee other program areas, depending on the incumbent's experience and the City's organizational need.

- Possesses extensive experience in labor negotiations, MOU interpretation, policy interpretation and the management and administration of disciplinary matters.

Examples of duties include, but are not limited toProvide information and interpretations to various City departments, employees, employee organizations, the public, and applicants regarding Human Resources policies, procedures, practices, and decisions.Plan and assist in and/or conducts employee relations, including negotiations; formulates management strategies.Perform responsible administrative and management support to the Human Resources Department, serving as a program manager and key technical resource and as acting director as assigned.Implement a labor-management agreement; interpret and resolve disputes.Independently act as project and technical lead in a variety of complex assignments; coordinates consultant activities; plans, coordinates, and reviews the preparation of various reports, correspondence, tabulations, and summaries.Manage administration of citywide classification and organization controls and may participate in the development of new and revised classification specifications; and make recommendations and changes to the classification plan and to the allocation of positions.Work with program manager designing compensation systems that support and reinforce the City's long range objectives as well as the culture, climate, and behaviors needed for the organization to be effective. Qualifications Knowledge and Abilities Thorough knowledge of: Employment law; principles, methods, and trends of modern human resources management including all areas of full service operations; public sector collective bargaining, employee representation and management rights, labor and employee relations; unfair labor practices, provisions of bargaining agreements and current trends; classification and compensation design and administration; recruitment and selection, performance evaluations; principles of management, organization, and the dynamics of teams and employee involvement initiatives; analytical and statistical methods; of modern office methods and procedures; strong organizational, time and project management skills; working knowledge of applicable Federal, State, and local laws, rules, regulations and court decisions bearing on public personnel and labor relations and personnel administration; and a variety of employee, management, and organizational development training programs.
Ability to: Perform varied and responsible assignments involving the use of initiative and independent judgment under minimal supervision; successfully negotiate a labor agreement; take initiative, reason logically, and be creative in developing and introducing new ideas; persuade, justify, and project consequences of decisions and/or recommendations; reason logically and exercise sound judgment under pressure; to provide supervisory direction and coordinate the work of other professionals; to perform and coordinate activities, such as the collection, analysis, and preparation of reports and recommendations pertaining to complex issues; to make accurate analyses and evaluations of data; to address specific performance deficiencies or organization-wide issues; to understand, interpret, and appropriately apply rules, regulations, standards, and procedures; to develop policies and present proposals for major policy changes; work effectively under very stressful situations involving confrontation and conflict; to summarize facts and opinions concisely and accurately; to communicate effectively orally and in writing; to establish and maintain cooperative and effective relationships with those contacted in the course of work.
Education/Experience Education: Possession of a Bachelor's Degree in Public or Business Administration, Industrial Relations, Psychology, Human Resources, or related discipline. Master's Degree in a related course of study or law degree is highly desirable.
Experience: Five years of professional experience in human resources, at least two of which were conducting labor relations in a union environment. Public agency experience is desirable.
