DEFINITION
Under general supervision, receives, accounts for, coordinates, and distributes or properly disposes of property and evidence under the jurisdiction and custody of the police department; maintains an accurate inventory and chain-of-custody for all property and evidence in custody; may testify in court proceedings or under deposition, as required; and performs other duties as assigned.

DISTINGUISHING CHARACTERISTICS
Incumbents in this classification are required to perform a variety of assignments requiring independence of judgement under general supervision. It is distinguished from the Community Services Specialist by its specialized function working with property and evidence within a police department property room setting. It is further distinguished from the Supervising Property and Evidence Specialist by the supervisor's overall responsibility for the property room and staff supervision.

SUPERVISION RECEIVED
General supervision is provided by the Supervising Property and Evidence Specialist and/or the Police Support Services Manager.

SUPERVISION EXERCISED
May provide lead direction to temporary employees and/or volunteers.

Examples of Important and Essential Functions

Property Room Functions
Receives, records, stores, releases and disposes of all property and evidence in accordance with established procedures and laws; updates policies and procedures relating to property and evidence; bar codes all incoming property and evidence; maintains all evidence storage areas at police building and remote site; prepares property and evidence for auction and coordinates pick-up; processes auction payments; photographs evidence; processes court orders for return or destruction of evidence; process requests from officers, district attorney, private attorneys, insurance companies for photos, copies of audio and videotapes, evidence, and other items; transports evidence to and from crime labs, coroner's office, and other locations; coordinates requests for narcotics analysis; transports narcotics to lab and/or arranges for courier pick-up; decontaminates biohazard areas such as blood-dry room and cabinets; arranges for disposal of hazardous materials or transports to County disposal; coordinates Superior Court hearings for disposition of weapons in domestic violence and psychiatric detention cases; prepares weapons for disposal; coordinates weapons destruction; transports weapons with sworn officer; and trains others in the proper evidence packaging procedures and other procedures.

Administrative Functions
Performs data entry and utilizes specialized software and databases, such as an evidence-tracking system and other software and databases; researches disposition of cases for purging of evidence using local, County, State, and Federal automated information systems; testifies in court as a custodian of evidence; writes reports; completes money deposits with Finance Division personnel; sends counterfeit money to U.S. Secret Service; processes discovery requests; and provides courier services by transporting sensitive documents for the Police Chief's office.

Job Related and Essential Qualifications

Demonstrated Knowledge of :
Laws and policies relating to the preservation and safe handling of evidence, including firearms, other weapons, and biological hazards, and the storage, release, and destruction of evidence and property; efficient inventory and record keeping processes and requirements; efficient storage and layout of an evidence storage facility; modem office procedures and practices; principles and practices of computerized inventory control; radio and telecommunications equipment; basic operations of computer data systems; techniques and procedures in the collection, recording and preservation of evidence; various laws and policies related to the handling, storage, release, and destroying of evidence and property; the organization and functions of a municipal law enforcement agency; and safe lifting and carrying techniques.

Maintain accurate chain-of-custody records, files, and indexes; maintain an organized, efficient storage layout of a property room; safely operate a property transportation vehicle; prepare and maintain accurate records; organize and prioritize workload; follow oral and written instructions; work independently; communicate effectively; write legible, clear and concise reports and correspondence using correct grammar, punctuation and spelling; perform basic math related to the accounting for large sums of money; operate a camera; operate audio/video duplicating equipment; operate computer terminals and a variety of other office equipment; identify special handling requirements for hazardous/biohazard materials; resolve conflict and effectively work with members of the public who may become agitated; establish and maintain effective working relationships with the public, co-workers, and others in the criminal justice field; effectively train and lead others; and exemplify an enthusiastic, resourceful and effective service attitude with the public, co-workers and others who are contacted in the course of the work.

Ability to :
Learn and apply City of Livermore and Police Department's policies, procedures, codes, ordinances, and practices; and learn specialized computer software programs.

Experience, Education and Training Guidelines:
Any combination of experience, education and training that would provide the best-qualified candidates. A typical way to obtain the knowledge, skills and abilities would be:

Experience : Two years of experience in performing inventory control and/or processing legal documents with computer experience or one year of experience processing and collecting evidence in the law enforcement field.

Education : Equivalent to graduation from high school. Coursework or in-service training in accounting/inventory control and processing evidence is highly desirable.

Training : Any recent training such as academic courses or professional certification programs that are relevant to this job classification.

Certification : Possession of the Basic Property/Evidence Management Certificate is required prior to the completion of the probationary period.

License : Possession of a valid California driver's license and a satisfactory driving record as determined by the City of Livermore.

Other Requirements : Must have the willingness and ability to work scheduled and emergency overtime; work any assigned shift, including holidays and weekends; report to duty in an emergency; work outside under adverse weather conditions, such as in heat, cold, and rain; safely handle controlled substances, firearms, and biologically contaminated items; wear a designated uniform and maintain a neat and clean appearance; maintain status as an expert witness; and travel out of town to attend meetings, training, and seminars during work and non-work hours.

Special Requirements : Essential duties require the mental and/or physical ability to work in a standard office environment, including sitting and standing for extended periods of time; drive a vehicle; read fine print on written documents and computer monitors; detect subtle shades of color; work with biologically contaminated items and various cleaning and disinfecting chemicals; converse in person, over the telephone, and over two-way radio and be clearly understood; stoop, bend, reach, and climb ladders; and strength to safely lift and maneuver materials weighing up to 50 pounds.

SAFETY SHOE ALLOWANCE
Paid annually in July: $200/year for Meter Readers, and employees in Engineering Technician, Neighborhood Preservation Officer, and Building Inspector series who perform field work, and Public Works employees that are required to wear safety shoes or boots.

PRESCRIPTION SAFETY GLASSES
Reimbursement of up to $150/year for purchase of safety prescription glasses for EEs working in locations where there is a risk of eye injuries.

SHIFT DIFFERENTIAL
EEs regularly assigned to city facilities operating 24/7 - $2.50/hour for all hours worked when assigned to a shift requiring EE work at least 4 hours between 4:00 p.m.- 6:00 a.m.

EQUIPMENT OPERATION
Public Works EEs: $12.00/day for EE who operates Class A vehicle, min of 50%+ operation/day.

STANDBY PAY
2 hours straight-time for standby on regularly scheduled work day
3 hours straight-time for standby on regularly scheduled days off and fixed City holidays

CALL BACK PAY
3 hours min @ OT rate for FLSA nonexempt. First 3 hours can't be taken as comp time but paid to EE.

WORK IN A HIGHER CLASS
If work min of 3 consecutive workdays, paid @ 5% differential or the minimum of the salary range of the higher classification.

COURT PAY/COURT CANCELLATION PAY
If in connection with EE's usual official duties, 3 hrs min @ OT, or 4 hrs min @ OT for those required to appear on normal day off or on graveyard shift.

SUPPORT SERVICES TRAINING OFFICER PAY
$90/pay period for full pay period while assigned.

BILINGUAL PAY
$60/pay period for both written & conversational. Must be certified by Department Head and approved by Admin Services Director, and used on the job.

$35/pay period for conversation level as certified by Department Head and approved by Admin Services Director.

TELEPHONE PAY
20 minutes and for each minute exceeding 20 minutes at OT rate.

CELL PHONE ALLOWANCE
Standard = $40/month (if authorized)

COMMERCIAL DRIVERS' LICENSE PAY
$35/pay period with valid CA Commercial Driver's License and valid DOT medical card.

OT COMP & COMP TIME OFF
OT for > 40 hrs/week or > 8 hrs/day in a reg scheduled day or hrs in excess of those normally scheduled & worked/day @ 1 ½ x reg. pay or Comp Time in lieu of OT for FLSA nonexempt. Accrued Comp Time in excess of 100 hours must be paid out.

TUITION REIMBURSEMENT
75% reimbursement for tuition & books
For undergraduate studies, $4,000 FY max; $16,000 lifetime max
For graduate studies, $5,000 FY max; $10,000 lifetime max

LICENSES & CERTIFICATIONS
100% reimbursement for required licenses and certifications

EMPLOYEE ASSISTANCE PROGRAM
Three (3) sessions per incident per family member. Unlimited telephonic consultations.

FLSA WORK PERIOD
168 hour pay period beginning Monday at 12:01 a.m., ending 7 days later on Sunday at 12:00 midnight. If an EE is not on this work week schedule, something must be in writing documenting EE's work week.

For WR Operator series : 168 hour period beginning Sunday at 12:00 midnight,
ending 7 days later on Saturday at 11:59 p.m.
