DESCRIPTION OF DUTIES AND ESSENTIAL FUNCTIONS This Section Chief plans, organizes, schedules, directs, and reviews various operations and personnel to ensure implementation and completion of various rigid pavement repairs. Assigns work to subordinate supervisors, clerical, and technical personnel. Review and critique methods and procedures regularly to maintain and improve efficient areas of concrete repair operations. Ensures policies and procedures are aligned with the division’s expectations. Conduct inspections of repairs and document work orders needed for repair. Maintain various records including statistics of labor, material and equipment resources on work executed. Assist with training, motivation and periodically evaluate crew member performance to assess improvement. Maintain accurate records to support decisions. Ensure that employees have adequate work supplies and properly functioning equipment to perform assigned tasks. Oversee preventative maintenance of assigned vehicles, equipment and tools and is help accountable for equipment. Observe safety regulations and ensures that the crew does the same. Maintains current knowledge of technological advances, changes in statutes and impact of long-range planning objectives. Interviews and recommends selection of new employees, completes performance appraisals, recommends disciplinary and/or performance counseling as appropriate; ensures consistent application of personnel policies and procedures.
WORKING CONDITIONS This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Requires the ability to make simple gross motor responses within large tolerances. This position routinely requires lifting of moderately heavy items, such as typewriters or record boxes (up to 40 pounds) and/or very long periods of walking on rough surfaces on a routine basis.
This is a Department of Houston Public Works Emergency Management Position at the Tier I Level.MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Basic knowledge of grammar, spelling, punctuation and simple mathematical functions like percentages, ratios, etc. as might normally be acquired through attainment of a high school diploma or a GED.
EXPERIENCE REQUIREMENTS Five (5) years of experience closely related to the activities of the section are required.
LICENSE REQUIREMENTS A Valid Texas Driver’s License and compliance with the City of Houston’s policy on driving.
PREFERENCES **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.** GENERAL INFORMATION SELECTION/SKILLS TESTS REQUIRED: None
