Job Location: This position will be located at 205 Jefferson St., Jefferson City, MO 65101.

- Responsible for the development and implementation of initiatives to support early learning programs and increase quality of care for children.
- Oversee and manage the Quality Assurance Report including program development, strategic planning, and rule promulgation.
- Oversee and manage contracts for the Quality Initiative section, which includes developing the scope of work, contract amendments, fiscal tracking, invoice approval, and oversight of deliverable requirements.
- Coordinate the development and implementation of fiscal, data, compliance, and program practices for contractors.
- Responsible for the supervision of those assigned to the Quality Initiative section.
- Collaborate with others within Office of Childhood and across other offices to develop high quality supports for early learning programs.
- Promote access to high-quality early learning opportunities.
- Knowledge of the principles, practices, and current research of early childhood development and early learning.
- Ability to perform and manage multiple assignments in a fast-paced environment with minimal supervision.
- Ability to communicate and express ideas effectively, both orally and in writing, including public presentations.
- Responsible for coordinating and presenting information to various stakeholders regarding Quality Initiatives.
- Ability to establish and maintain effective working relationships with Department staff and other state and local agencies.
- Ability to work under minimal direct supervision including effective time management and the ability to meet multiple deadlines.
- Demonstrate regular, reliable, and engaged attendance.
- Performs other duties as required.
Minimum Qualifications: - Bachelor’s degree in in education, child development, human development and family studies, or other related field from an accredited four-year college or university with three or more years of work in the field of education or early education and two or more years of experience with contract management.
OR - Five or more years of professional or technical experience in providing early childhood education with three or more years of experience with contract management and possession of a high school diploma or high school equivalency.
