Description

Under general direction, implements real property processes and participates in the day-to-day activities of the Real Property Division; performs a variety of complex professional, technical, and public relations processes, procedures and activities for the acquisition, disposition, land exchange, prior rights analysis, and survey of real property in support of EMWD's Capital Improvement Program, New Development Projects, and Property Management; annexes lands into EMWD service area and improvement districts and performs related duties, as assigned.

SALARY:



T he ideal candidate will be skilled at building strong relationships with property owners and have proven experience in identifying and securing property and property rights. They will demonstrate a successful track record of managing a high volume of diverse and complex workloads, including managing fringe area annexation requests.

The candidate must have experience in municipal real property and property rights acquisition, coupled with a deep understanding of the legal frameworks and regulations governing municipalities, and demonstrated knowledge of engineering.

Exceptional oral and written communication skills are essential, as the role requires drafting board letters and presenting to senior executive leadership, the Board of Directors, and the public.

DISTINGUISHING CHARACTERISTICS

This is an advanced-level classification that exercises independent judgement in organizing, execution and review of complex real property related services including the acquisition, disposition, land exchange, and management of real property. Incumbents are responsible for performing diverse, specialized and complex work involving significant accountability and decision-making responsibilities, which include oversight of the complex and varied department functions. Incumbents serve as a professional-level resource for organizational, managerial, and operational analyses and studies. Performance of the work requires the use of considerable independence, initiative, and discretion within broad guidelines.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Real Property Manager. Exercises technical and functional direction over and provides training to lower-level staff.
