Description

Under general direction, implements real property processes and participates in the day-to-day activities of the Real Property Division; performs a variety of complex professional, technical, and public relations processes, procedures and activities for the acquisition, disposition, land exchange, prior rights analysis, and survey of real property in support of EMWD's Capital Improvement Program, New Development Projects, and Property Management; annexes lands into EMWD service area and improvement districts and performs related duties, as assigned.

SALARY:

• Senior Real Property Agent:
  • Range 220: $55.27 - $68.82 Hourly; $9,580.13- $11,928.80 Monthly

T he ideal candidate will be skilled at building strong relationships with property owners and have proven experience in identifying and securing property and property rights. They will demonstrate a successful track record of managing a high volume of diverse and complex workloads, including managing fringe area annexation requests.

The candidate must have experience in municipal real property and property rights acquisition, coupled with a deep understanding of the legal frameworks and regulations governing municipalities, and demonstrated knowledge of engineering.

Exceptional oral and written communication skills are essential, as the role requires drafting board letters and presenting to senior executive leadership, the Board of Directors, and the public.

DISTINGUISHING CHARACTERISTICS

This is an advanced-level classification that exercises independent judgement in organizing, execution and review of complex real property related services including the acquisition, disposition, land exchange, and management of real property. Incumbents are responsible for performing diverse, specialized and complex work involving significant accountability and decision-making responsibilities, which include oversight of the complex and varied department functions. Incumbents serve as a professional-level resource for organizational, managerial, and operational analyses and studies. Performance of the work requires the use of considerable independence, initiative, and discretion within broad guidelines.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Real Property Manager. Exercises technical and functional direction over and provides training to lower-level staff.

Required Skills

• Federal, state, and local laws and regulations applicable to land and easement acquisition by public agencies, including condemnation and eminent domain proceedings.
• Terminology, methods, and practices of land surveying.
• EMWD and mandated safety rules, regulations, and protocols.
• Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and EMWD staff.
• The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
• Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.

Ability to:

• Provide staff training and development opportunities, and ensure work is performed effectively.
• Develop and implement goals, objectives, practices, policies, procedures, and work standards.
• Effectively administer special projects with contractual agreements and ensure compliance with stipulations; effectively administer a variety of real property programs and administrative activities.
• Conduct effective negotiations and effectively represent EMWD and the department in meetings with governmental agencies, contractors, vendors, and various businesses, professional, regulatory, and legislative organizations.
• Conduct complex research projects, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports.
• Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed.
• Effectively represent the department and EMWD in meetings with governmental agencies; community groups, various business, professional, and regulatory organizations; and in meetings with individuals.
• Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
• Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
• Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.
• Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
• Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Required Experience

Any combination of experience and education that provides the required knowledge and abilities is qualifying, along with a combination of licenses/certifications as outlined below:

• Minimum five (5) years of increasingly responsible real estate and/or real property acquisition experience.

Education:

• Bachelor's degree from an accredited college or university with major course work in paralegal studies, law, business administration, engineering, or a related field.

Licenses/Certifications:

• California Department of Real Estate Salesperson or Brokers license is desirable.
• International Right-of-Way Association Designation(s) is desirable:
  • Right-of-Way Agent
  • Right-of-Way Professional
  • Senior Right-of-Way Agent
  • Right of Way Negotiation and Acquisition Certificate
• Notary Public License is desirable.

Salary:

$114,961.60 - $143,145.60
