Mohave County Community Services- Housing and Community Revitalization Division is looking to fill a Grants Coordination Specialist position.

We are located at 700 W. Beale Street, Kingman, AZ.

Grants Coordination Specialist -> Salary Range 15 Steps 1-8 $23.26/hr.-$28.61/hr.

• Monday-Friday, 6:45am-3:45pm including a one-hour lunch.
• This position may occasionally require working on weekends to assist with events but will have holidays off.
• Work requires researching, preparing, gathering, and organizing data that applies to state and federal grants to ensure the department is eligible for continued assistance.
• Performs National Standards for the Physical Inspection of Real Estate (NSPIRE) and Quality Assurance (Q.A.) home inspections for Mohave County Housing Authority Division.
• Required interactions with the public, community partners, and other government agencies.
• This position does require public speaking during Public Hearings for presentations that are related to the programs this division is the administrator to.
• Possible outside exposures when participating in outreach community events.
• Work environment is performed in both an office setting and various field locations.

Must be able to travel throughout different county locations. Working conditions would include but not limited to:

• Frequent traveling is required within Mohave County area to include additional outlying county locations as needed including Bullhead City, Lake Havasu City, and Northern Arizona Strip while operating a Mohave County provided vehicle.
• Additional travel will include community events, constructions sites, other businesses, events, personal residences, meetings, and in state conferences while operating a Mohave County provided vehicle.
• The ability to work outdoors performing moderate labor in varying weather conditions, including strong winds, extreme heat to extreme cold temperatures.
• This position may also include the occasional moderate lifting of 25 - 50lbs.
• This position requires an equal amount of time spent standing, walking, running, sitting, stooping, kneeling, crouching, and bending.

Essential Job Functions

• Manages the Owner-Occupied Housing Rehabilitation, Neighborhood Stabilization Program, and Weatherization Program(s) for Mohave County and partner cities.
• Supervises, trains, and evaluates the Housing Rehabilitation Inspector .

• Review and process applications for Housing Rehabilitation (Rehab) assistance.
• Maintain client wait list and conduct eligibility interviews.
• Monitor Rehab projects in adherence with grant funded contract completion schedules.
• Create/processes Promissory notes, Liens, and Lien Releases for assisted properties.
• Coordinates and performs a variety of administrative staff work such as: scheduling; maintaining records; responding to requests for information or services; performing related administrative, planning and research activities; preparing correspondence, reports, statistical information, and budget materials; and develops, and assists in the development of, policies, procedures and training.
• Develops bid documents, contract documents and intergovernmental agreements and implements and monitors the compliance of the provisions per State, Federal and county regulations.
• Assist Housing Rehab Inspector with performing Pre and Post Energy Audits in conjunction with Weatherization Guidelines.
• Performs National Standards for the Physical Inspection of Real Estate (NSPIRE) and Quality Assurance (Q.A.) inspections for Mohave County Housing Authority.
• Review contractor’s requests for payments and change order requests submitted by the Housing Rehab Inspector.
• Assist the Housing Rehabilitation Inspector with inspecting construction and rehabilitation projects for compliance with workmanship standards, codes, property rehabilitation standards, contract conditions, and progress payment disbursements.
• Assist the Housing Rehabilitation Inspector with inspecting residential and/or commercial structures to determine rehabilitative work required to correct property rehabilitation standards, ADA accessibility, and/or construction code deficiencies.
• Assists in the development and preparation of procedures for the administration of grants, contracts, and special projects for local, state, and federal funding.
• Monitors grant activities to ensure compliance with all federal and state laws, proper use and distribution of funds, accurate reporting and timely submission of required reports and documentation.
• Seeks new sources of funding and partnerships, evaluates program performance, and develops new program policies and procedures.
• Researches, composes, develops grant proposals and applications for funding consideration and submits proposals/applications to various state and federal agencies.
• Monitors and provides quality assurance reviews for information in databases and systems associated with housing and community revitalization grants.
• Researches, prepares, gathers, organizes data, and interprets research studies, technical reports, statistics, Census information and data for the preparation of community plans, state and federal grants, housing plans and Community Development Block Grant (CDBG)/HOME Investment Partnership Projects for Mohave County.
• Reviews community documents and CDBG proposals from community organizations for adherence to contract and grant guidelines, rules, and regulations.
• Prepares documents, recommendations, and reports of department programs for presentation to the Board of Supervisors.
• Responds to local citizen inquiries regarding the availability of state and federal funds and programs for community programs and infrastructure projects.
• Negotiates and administers contracts with government entities, nonprofit organizations, and contractors.
• Develops and prepares policies and procedures for the administration of grants, contracts, programs, and projects.
• Assists in the development and maintenance of grant budgets and coordinates contract management, grants administration and financial accounting information with staff and outside agencies.
• Prepares reporting and recordkeeping requirements as part of grant and contract administration and implementation.
• Evaluates environmental information, completes environmental assessments and creates environmental impact reports for programs and projects as required by State, Federal and local regulations.
• Assists in the review and revision of program policies to ensure compliance with federal and state requirement and insure the effective administration of the department's contracts, grants, programs, and projects.
• Prepares, conducts, and coordinates annual public hearings with community-based organizations, agencies, improvements districts and other organizations to develop community needs, housing programs and infrastructure projects for the Housing and Community Development Programs.
• Assists in the preparation of annual fiscal budgets for the grant’s programs administered by the department.
• Prepares monthly, quarterly, and annual performance and financial reports for submission to funding agencies.
• Attends workshops, program and project training provided by Federal and State agencies.
• Provides research, guidance, technical assistance and training to program recipients, county departments and others.
• Develops and designs procedures, reports, and forms to enable compliance.
• Conducts inquiries with funding sources to obtain detailed information on available funds application processes, eligibility and technical requirements, and proposal deadlines.
• Processes Neighborhood Stabilization Program (NSP) payments, create payment receipts, and enter NSP data into the Disaster Recovery Grants Reporting (DRGR) system database.
• Workforce Innovation Opportunity Act (WIOA)-Performs outreach contact with targeted construction/trades employers utilizing acceptable techniques for gather and evaluating employer information, identifying needs (hiring needs, new hire & training, credentials required, etc.).
• WIOA-Assists with retention and expansion activities for targeted construction/trades employers which include identifying business needs; scheduling appointments to gather needed information.
• Performs related work as required.
• Performs special assignments as requested.

Minimum Qualifications

• Bachelor's Degree with coursework in Business Administration, Grants Administration, Public Administration, Social Services, or a closely related area.
• Three (3) years of progressively responsible administrative work, preferably in Housing or Community Development, two (2) years of which were involved in the developing and/or administering of grants and contracts or special projects.
• OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.

SPECIAL JOB REQUIREMENT

• Must possess a valid driver’s license for operation of motor vehicles on Arizona roads at the start of employment and maintain said license while employed in this position.
• Must provide acceptable driving history at no cost to the County.
