Vacancies are in the Police Department. Under general supervision, gathers, researchers, analyzes, organizes and disseminates timely and accurate information from multiple sources in direct support of criminal investigations, particularly violent offenses, through Intelligence-Led Policing (ILP). Provides real-time, short- and long-term research and analytical support to the Patrol Bureau, Detective Bureau and Office of the Chief of Police in an effort to identify patterns, prevent criminal acts and solve crimes. Provides tactical, administrative, and strategic analytical support to a law enforcement or intelligence agency. Leverages criminal and intelligence-derived data from various sources for analysis. Creates criminal profiles, association matrices, correlations, and “link analysis” to identify high risk offenders and aid the efficient deployment of law enforcement resources for investigations. Operates technologically advanced video systems and computer applications, including, but not limited to: CCTV, automated license plate readers, gunshot detection systems, criminal justice systems, Accurint, ISO Claim, and Mugshot Retrieval. Provides real-time surveillance and intelligence support for Vice Intelligence Narcotics Division and other divisions as needed. Provides court testimony on analytical products, techniques, research, targeting, and methodology of maintaining a chain of evidence. Provides forensic cell phone data retrieval, interpretation and analysis including, but not limited to, cell phone call detail record (CDR), tower interpretation analysis and cellular device extractions. Provides social network analysis on cellular phone data to identify relationships between criminal suspects and their geographic proximity to criminal activity. Provides recovery of third-party Digital Video Recorder (DVR) surveillance data from multiple platforms. Provides photo and video forensics and analysis. Updates intelligence databases to maintain current information on possible suspects, organized criminals, subversive organizations, and known career criminals. Distributes relevant, timely and accurate intelligence to Hartford Police personnel and local, State and Federal agencies. Using various restricted access resources, communicates with investigators in the field to identify and locate suspects and witnesses, and disseminates other important information to further investigations. Interacts and communicates tactfully with Police personnel, other city employees and the community on city issues; and responds to other miscellaneous requests from all levels and units of the department, as needed. Attends briefings and meetings to collaborate on crime series and trends, wanted suspects and major cases. Uses computer databases and analytical software to manipulate, analyze and present data.

The Crime Analyst position duties and responsibilities vary based on assignment. Employees may spend a majority of their time in their specialty but departmental needs may require they are cross trained in the duties and responsibilities of the Real Time Crime Center or those of the Crime Analysis Division.

This is a CHPEA union position. The hours of work for this position generally are 40 per week.

Knowledge, Skills & Abilities

The examination will consist of rating your training and experience as contained on your application. It may also include a written test, an oral test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination will be designed to measure:
Knowledge of:

• The principles, practices, methods, and procedures used in crime research and analysis.
• Computer database and spreadsheet systems.
• The principles of law enforcement administration and crime prevention.
• Method and techniques of statistical research and analysis.

Ability to:

• Exercise tact and sound judgment in dealing with confidential Law Enforcement Sensitive (LES) information and Personal Identifiable Information (PII).
• Adapt to a dynamic, high-stress, and fast-paced work environment.
• Accurately maintain documentation systems.
• Collect, organize, and evaluate data and develop logical conclusions.
• Establish and maintain highly effective working relationship with those encountered in the course of performing duties and responsibilities.
• Work independently, with limited guidance and/or in a collaborative team environment.
• Prepare and maintain accurate records and reports.
• Follow oral and written instructions accurately.

Physical Demands and Working Conditions
Work is performed in an office environment with some travel into the field. Field work will require light lifting, bending, reaching. Viewing computer monitors for extended periods of time will be required. Hours and days off may be adjusted according to departmental needs and may be subject to after-hours call backs as needed. Attendance at shift briefing, meetings and informational forums may be required.

Qualifications

Open to all applicants who meet the following qualifications:

Bachelor’s degree from an accredited college or university with a major in criminal justice, computer science, criminology, or homeland security.
OR
Bachelor’s degree from an accredited college or university AND two (2) years of relevant experience in the fields of crime analysis or intelligence, or two (2) years of increasingly responsible investigative work.
OR
A High School Diploma from an accredited high school or GED from a state approved program AND two (2) years of experience in military intelligence, corrections intelligence or intelligence-based law enforcement.

Where appropriate, equivalents of direct experience will be considered in lieu of education requirements on a year-for-year basis. Equivalent experience must be in a full-time work capacity.

Necessary Special Requirements:

Must possess and maintain a valid driver’s license.
Must obtain Criminal Justice Information Services (CJIS) Security Awareness Training and NCIC/COLLECT certification within six months from date of employment and must maintain CJIS training and certification while employed in this classification.
