POSITION

Under supervision, participate in the development and implementation of goals and objectives; monitor work activities to ensure compliance with established policies and procedures.

TASKS

• Plans, prioritizes, assigns, participates in, and supervises the work of staff engaged in the maintenance and repair of city traffic signals and street lighting, and ITS systems;
• Supervises and inspects work activities of outside contractors that install new traffic signals, street lighting, and ITS systems;
• Supervises maintenance of Layer 3 Fiber Optic Network to include IP address management, routing, management of VLANS, network security management, troubleshooting, diagnostics, and documentation;
• Designs modifications to the traffic signal and street lighting systems and ITS systems;
• Provides information to traffic engineers for the design of traffic signals, street lighting, and ITS systems
• Completes job estimates, prepares technical specifications, prepares contracts, and procures as needed.
• Prepares requisitions and recommends selection for purchase of supplies and materials;
• Maintains and monitors inventory of parts, supplies, and materials for shop, staff, and field operations;
• Assists in the preparation of the division budget and project status reports;
• Schedules and prioritizes monitors and reviews progress, efficiency, and quality of work activities;
• Conducts training/meetings; implements divisional rules, procedures, and safety program materials.
• Maintain records concerning operations and programs, and prepare reports on operations and activities.

• Remain current on local, state, and federal guidelines related to Transportation Systems.

QUALIFICATIONS

Possession of an International Municipal Signal Association (IMSA) Level II Technician certificate and Work Zone Safety certificate AND five (5) years of experience installing, maintaining, and repairing streetlights and traffic systems. An IMSA Level III Certification is highly desired by the end of the probationary period. Must possess at the time of application and maintain a valid Class B California Driver’s License.

KNOWLEDGE, SKILLS, AND OTHER CHARACTERISTICS

• Knowledgeable of traffic signal & street lighting maintenance and repair techniques, budgeting and purchasing procedures, of industry-related computer hardware and software;
• Skilled in supervising, delegating, and evaluating work, prioritizing and scheduling work activities, providing and following oral and written instructions, and establishing and maintaining productive working relationships
• Ability to perform essential duties with expertise and professionalism, and to effectively communicate verbally and in writing in English
• Proficient in the use of a personal computer, including industry-related software and other electronic devices, to perform essential job functions.

WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS

Work is performed in indoor and outdoor environments. Work may require frequent standing, walking, bending, and lifting up to 30 pounds. Incumbents may be exposed to repetitive motion, vision to monitor, extreme weather, moving traffic, and high voltage.

THE SELECTION PROCESS

Applicants whose experience best meets the city's needs will be invited to participate in the examination for this position. Candidates must have access to a computer with internet, video, and audio capabilities to participate in our examination process. The examination may consist of one or more of the following: (1) Training & Experience Evaluation, (2) Writing Exercise, and (3) Qualifications Appraisal Interview with a panel of subject matter experts. Candidates must receive a score of 70 or higher to have their names placed on the active eligibility list for one year. The top three ranks on the Eligibility List will have their application materials forwarded to the hiring authority for a selection interview.
