The Job

The Assessor-Recorder-County Clerk (ARC) office is recruiting for Records Technician Supervisors I. This role involves overseeing document recording, property and land records research, and County Clerk services. Records Technician Supervisor I is the entry-level supervisory position within the Records Technician series, responsible for supervising, planning, and coordinating the work of Records Technicians and support staff. The role involves travel to satellite offices, events, and supporting the RV-Mobile unit.

Key responsibilities include supervising staff, preparing and signing work performance evaluations, planning and organizing tasks related to legal documents, and managing support operations in the Recorder and County Clerk divisions. Additionally, the supervisor will identify training needs, assist in developing and revising procedures, tackle more complex issues, and research and interpret relevant data, laws, regulations, and policies.

CONDITIONS OF EMPLOYMENT

Travel Required: 1) Work locations may vary to meet departmental needs. 2) A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained. 3) Offices are located in Hesperia and San Bernardino.

Minimum Requirements

CANDIDATES MUST MEET ONE OF THE FOLLOWING OPTION REQUIREMENTS:

OPTION 1
Must possess eighteen (18) months of full-time equivalent experience in a Recorder or County Clerk's Office performing legal document processing, recording, or indexing work, which includes one (1) year of lead or supervisory experience.

OPTION 2

Must possess twenty-four (24) months of full-time equivalent clerical or office assistant experience within an office environment or equivalent which includes (1) year of lead or supervisory experience.

IMPORTANT NOTES:
Equivalent experience includes interpreting and applying government codes or policies related to document examining and/or processing of legal documents related to real and personal property titles, Marriage Licenses, Fictitious Business Names, and Vital Records in a California County Assessor, Recorder, or County Clerk's office.

Desired Qualifications

The ideal Candidate will have a thorough understanding of the laws, regulations, and policies governing the Assessor-Recorder-County Clerk's office; will posses excellent leadership skills with the ability and knowledge mentor and develop staff; the technical expertise to tackle the most complex issues; and excellent communication skills to tactfully and courteously interact with the public while explaining specific information or regulations. Experience researching and interpreting government codes related to the processing of property transactions and legal documents in a California County Recorder/Clerk Office is highly desirable.
