The Clerk & Recorder's Office is seeking a Spatial & Taxation Analyst to join their team. This position performs professional work to plan and implement a comprehensive program to manage the creation and maintenance of special improvement districts. Provides expertise and leadership in the development, maintenance and utilization of geographic information systems primarily for the Clerk & Treasurer. Performs technical work: in the collection of data; in the development of complex databases; in the analysis of data; and in the graphic representation of data. Performs professional level duties in coordinating and administering projects related to real property for the Clerk & Treasurer. The position also supports other departments throughout Missoula County.

Representative Examples of Work

Coordinates the administration of the creation, modification, and dissolution of Rural Special Improvement Districts (RSIDs) in compliance with state law and County policies. Prepares and maintains legal descriptions, boundary maps, assessment rolls, and financial records associated with RSIDs. Communicates RSID processes, assessments, and payment obligations to jurisdictions and property owners; facilitates public meetings and hearings as required. Monitors RSID revenues and expenditures to ensure financial stability and compliance with statutory requirements. Conducts audits of property tax records, RSID assessments, and related financial transactions to ensure accuracy, compliance, and transparency. Reviews Department of Revenue data for errors in classification, valuation, and taxation; initiates corrections and prepares supporting documentation. Assists the public and local government jurisdictions in navigating the Montana Department of Revenue taxation and assessment process. Assists the Clerk & Treasurer in reconciling property tax collections, property tax corrections, lien assignments, and redemptions; prepares reports on discrepancies and resolutions. Develops audit procedures and documentation standards that support accountability and can be replicated or reviewed by external auditors. Collects and audits geospatial data related to property boundaries, ownership, and taxing jurisdictions to maintain accurate assessment records. Gathers and interprets data to advise County departments and the BCC on land use and related regulations and decisions. Gathers, interprets, and evaluates real property documents, reads and maps property descriptions, and researches property records relevant to land use and development projects. Develops, updates and maintains complex databases using specialized geographic information software. Integrates data to create multi-level, geographic information data files. Consults with department staff, public officials and the public to identify geospatial data needs. Evaluates data to ensure validity, reliability and appropriateness. Performs complex analyses of data specific to project demands or requests from staff, public officials or the public. Creates and documents methodologies that can be repeated to verify results of analyses. Develops graphic representations of geospatial data. Produces maps, charts and other graphic information displays. Develops written reports of data. Responds to requests for data and maps from staff, public officials, outside agencies and the public. Develops project-based software applications and trains staff, other agencies, and the public to use for intended purposes.

Excellent Medical Health Benefits- Group health benefits, including dental and vision coverage, are available to eligible County employees. The medical health benefits premium is covered for full-time employees. The County contribution is pro-rated on hours paid for part-time employees. The employee pays the premium portion for dependent coverage. Family health benefits coverage is $258.00 per pay period.

Medical deductible is $500 for an individual and $1,000 for a family.

Public Employees Retirement System- Montana public employees of the state, university system, local governments and certain employees of school districts are covered by the Public Employees Retirement System (PERS). New members to the PERS have an opportunity to choose between two retirement plan options: the Defined Benefit Plan or the Defined Contribution Plan.

Sheriffs' Retirement System (SRS)- A public pension plan for all Montana Sheriffs hired after July 1, 1974 and Detention Officers hired after July 1, 2005.

Supplemental Retirement Benefitsare offered through Valic or Nationwide.

Sick Leave- Full-time employees accrue 7.38hours per month and are eligible to use sick leave once you have been an employee for 90 days.The accrual is pro-rated for part-time employees.

Vacation Leave- Full-time employees accrue 9.24 hours per month and are eligible to use leave after continuous employment for a period of 6 full months. The accrual is pro-rated for part-time employees.

Holidays- The County observes eleven legal holidays in even numbered years and ten legal holidays in odd numbered years.

Paid Parental Leave (PPL)-In recognition of the importance of bonding and care of a newborn child or a child placed for adoption, Missoula County 6 continuous weeks of PPL to eligible full-time employees that have been with the county for 180 days. The hours are pro-rated for part-time employees.
