SUMMARY: Under general supervision, the Public Works Superintendent performs complex administrative and supervisory work in planning, organizing and orchestrating various divisions within the Department of Public Works. Work involves responsibility for all activities of the divisions through the supervision of subordinate personnel.

ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

• Supervises staff; plans, prioritizes and assigns tasks and projects; monitors work; develops staff skills and evaluates performance; provides technical guidance, assistance and training; meets regularly with staff to discuss and resolve workload and technical issues; develops work plans and assures required deadlines are met; reviews and verifies the accuracy and efficiency of work activities.

• Performs project management, including short- and long-term operational planning.

• Travels various routes to observe the work of subordinate staff to ensure work efficiency and effective customer service.

• Performs scheduling, assigning, and controlling all work relating to traffic signals, pavement marking, traffic control devices, and street illumination maintenance work; coordinating field work with other municipal departments; investigating traffic-related conditions; and preparing long range plans for traffic maintenance programs.

• Prepares various documentation regarding Public Works operations; forwards completed documentation to City Hall.

• Responds to customer complaints; investigates service issues and provides resolution.

• Attends and participates in meetings regarding special events within the City.

• Supports the relationship between the City of Galveston and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

• Employees may at any time be required to work in order to provide for the safety and well-being of the general public, including the delivery and restoration of vital services, in the event of an emergency.

KNOWLEDGE AND SKILLS:
Knowledge:

• City organization, operations, policies, and procedures

• State codes for handling and disposal of waste materials

• Federal environmental regulations

• Safety regulations and procedures

• Occupational hazards and safety precautions

• Principles and practices of effective employee supervision

• Principles and practices of effective customer service

• Texas local government codes

• City geography

• Business and personal computers, and spreadsheet software applications

Skill in:

• Managing situations requiring diplomacy, fairness, firmness and sound judgment

• Building effective work teams and providing efficient customer service

• Supervising staff; delegating tasks and authority and providing coaching to improve staff performance

• Operating various sanitation vehicles

• Understanding and applying City policies and procedures, and applicable federal and state regulations

• Explaining City policies and procedures

• Establishing and maintaining cooperative working relationships with all levels within the City

• Communicating effectively verbally and in writing

MINIMUM QUALIFICATIONS:
A High School Diploma or equivalent; and a minimum of 5 years of experience working in supervisory roles; and 5 years working for a municipality demonstrating progressive responsibility in planning and supervising the safe operation of medium or heavy equipment, project construction, or applicable maintenance activities.

LICENSE AND CERTIFICATION:

• Must possess a valid Texas Driver’s License.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
Work is performed both in an indoor and outdoor work environment. May have exposure to dangerous machinery, extreme weather conditions, potential physical harm, hazardous chemicals and infectious diseases. May be required to lift and carry items weighing up to 50 pounds.
