Description
Job Location: This position will be located at 920 Wildwood Drive, Jefferson City, MO 65109.
Why you’ll love this position:This position is vital to the Department of Health and Senior Services’ budget preparation and fiscal note response. This is an entry level position in the field of budget and policy analysis (this is not an accounting position) and requires a high degree of judgement and initiative in completing assigned duties. A successful candidate will gain advanced knowledge of the ins and outs of state government budgeting and the legislative process through production of budget documents, attendance at legislative hearings, etc. A Bachelor’s degree is required, but a specific subject area is not mandatory. Applicants should possess strong writing skills and analytical thinking abilities.
The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.
- This position will play a key role in the preparation and tracking of the Department of Health and Senior Services budget. You will analyze division budget requests for potential inclusion in the DHSS’ annual budget request; provides technical advice and assists agency officials in the preparation of budgets, including the interpretation of budget policies; provide recommendations on budget/financial objectives; and ensures that objectives are implemented. Budget items must be accurate and complete to ensure the necessary budget amounts are requested and approved.
- Examine the fiscal and programmatic impact of proposed legislation on DHSS. Reviewing fiscal note responses requires judgement on the adequacy and completeness of the information. At this level, employees review fiscal impact statements for legislative concepts and proposed legislation to identify needed changes and develop recommendations.
- Research and analyze topics and present recommendations regarding important budget and policy matters to DHSS management.
- Track progress on the DHSS budget by attending legislative hearings and maintaining Excel spreadsheets to balance the department budget for each step in the cycle.
Minimum Qualifications: - Knowledge of governmental accounting and research methods applicable to the budget process.
- Ability to analyze and interpret financial data to identify trends, and forecast revenues and expenditures.
- Knowledge of the principles and practices of public administration and of legislative processes.
- Skill in analyzing financial data and providing recommendations.
- Ability to relate budget and program analysis to agency goals and objectives.
- Ability to communicate technical information in a clear and understandable manner.
- Bachelor’s degree and 0-2 years of relevant experience. (Substitutions may be allowed.)
