Description

SUMMARY: Under general direction, performs advanced professional and technical duties in support of human resources programs, including recruitment and selection, classification and compensation, labor and employee relations, benefits and workers’ compensation, training, safety, and related functions. Oversees assigned programs and provides complex analytical and staff support to Human Resources management. 

DISTINGUISHING CHARACTERISTICS: This is the advanced journey-level classification in the Human Resources Analyst series.   Under general supervision from the Human Resources Director and/or higher-level management, incumbents in this role are distinguished by their ability to independently perform the most complex, sensitive, and specialized assignments across multiple functional areas of human resources. They serve as subject matter experts and may act as lead workers, providing guidance and oversight to professional and technical staff. Senior Analysts are expected to exercise a high degree of initiative, discretion, and independent judgment in developing solutions, interpreting policy, and advising management. While some positions may include supervisory responsibilities, all incumbents are accountable for high-level analytical work and strategic support within their assigned program areas.

Employees work in an office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

DISASTER SERVICE WORKERS

All City of Monterey employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
