WHAT WE OFFER

• Merit Increases - New employees are eligible for an initial 5% merit increase within the pay range upon completion of at least 1,040 hours (approximately 6 months) assuming work meets satisfactory standards. Subsequent merit increases within the pay range will be upon completion of each additional 2,080 hours (approximately one year) from the initial merit increase.
• Educational Incentive - An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree, applicable to classifications that do NOT require a degree for qualifying.
• Vacation Accrual - New regular, full-time employees shall accrue approximately 14 days of vacation a year for the first 10,400 hours or 5 years of service; vacation accruals increase at 5, 11, 12, 13, 14, 15 and 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked.
• Vacation Redemption - After 20,8000 hours of continuous County service (approximately ten (10) years) an employee may request to "cash in" or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.
• Sick Leave - Full-time regular employees accrue 3.08 hours of sick leave per bi-weekly pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods.
• Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3.00% match on your 401(k) contributions.
• Health Plans - Full time employees are given a flexible credit allowance of up to $25,5582 annually to offset the purchase of medical, dental, and/or vision insurance for you and your dependents.
  • Employee only - $509 per biweekly pay period
  • Employee plus one dependent - $772 per biweekly pay period
  • Employee plus family - $983 per biweekly pay period
• Flexible Spending Accounts - Pre-tax benefit towards eligible medical, dental and vision care and/or dependent care expenses.
• Pension Plan - Participation in the County's defined benefit pension plan, which has reciprocity with CalPERS.
• Holidays - 12 paid days per year which, includes a scheduled floating holiday.

THE AGENCY
The Ventura County Fire Department (VCFD) provides fire protection and emergency response services across most of Ventura County, serving unincorporated areas and the cities of Camarillo, Thousand Oaks, Moorpark, Simi Valley, Port Hueneme, Ojai, Fillmore, and Santa Paula. In total, the department operates 33 fire stations, seven support facilities, and its headquarters in Thousand Oaks.

Our mission is to anticipate and respond to the dynamic public safety needs of a diverse community of about 840,000 people. This includes fire prevention, public education, emergency response, and effective communication. Covering 848 square miles, our facilities play a vital role in supporting the daily operations of more than 500 sworn and civilian personnel who protect lives and property throughout the county.

THE POSITION
Under general supervision, the Maintenance Engineer is responsible for the maintenance and upkeep of the Ventura County Fire Department (VCFD) Headquarters and all associated support systems. These systems include, but are not limited to: HVAC, electrical, plumbing, appliances, painting, landscaping, pest control, work areas and janitorial services.

The successful candidate shall be technically proficient in building and facility systems, have strong problem-solving skills, possess excellent customer service skills, and be able to pivot at a moment's notice. They must be able to diagnose and resolve facility-related issues efficiently.

Please note the following:

• The primary assignment will be based at VCFD headquarters, with support provided to other fire facilities as necessary.
• This position does not involve shift work. Work hours will be set in agreement with the direct supervisor.
• Overtime or stand-by time may be available on an as-needed basis.
• Uniforms are not required. Shirts with the VCFD logo will be provided.

Under general supervision the Maintenance Engineer performs maintenance, repair, and/or replacement of mechanical and electrical systems within designated public buildings or areas. May be required to give technical instruction to a crew on a specific job assignment.

Under direction the Certified Building Maintenance Engineer inspects, logs, and monitors the performance of a wide variety of mechanical, automated, and electrical building infrastructure systems and equipment and, as necessary, performs and/or directs routine to difficult preventative maintenance and/or corrective repairs. Performs welding, painting, plumbing and carpentry work that may be required during repair and maintenance of facility systems/equipment. May also lead a formal or informal crew of non-certified maintenance staff.

DISTINGUISHING CHARACTERISTICS:
The Certified Building Maintenance Engineer class differs from the Maintenance Engineer in that the incumbents in this class have met the requirements as Certified Building Maintenance Engineers under the auspices of the International Union of Operating Engineers (IUOE) - Local 501.

PAYROLL TITLES AND APPROXIMATE SALARIES
Maintenance Engineer: $34.69 - $36.43 hourly
Certified Building Maintenance Engineer: $50.48 - $56.05 hourly

NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.
Maintenance Engineers and Certified Building Maintenance Engineers are represented by the International Union of Operating Engineers (IUOE) and are eligible for overtime compensation.

Examples Of Duties

Typical duties may include, but are not necessarily limited to:

• Performs all aspects of general building and facility maintenance.
• Uses a variety of hand and power tools; performs painting, plumbing, and carpentry work that might be required in the course or installation, repair, or maintenance.
• Operates, monitors, maintains, installs, troubleshoots, and repairs HVAC equipment, electrical equipment and systems, boilers, and plumbing equipment and systems, including systems that carry water, wastewater, chilled and hot water, cooling tower systems, natural gas, and fuels, etc.
• May work with other certified engineers and trade professionals in the performance of their duties.
• Completes required forms, logs, and submits reports; maintains time, maintenance, and material records.
• Assists with staff movement or work area maintenance such as installing sit-stand desk features, hanging pictures, whiteboards and TVs, fixing desk drawers, breaking down and moving or assembling furniture and chairs.
• Performs other related duties as assigned.

Typical Qualifications

These are entrance requirements to the examination process and ensure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE
Maintenance Engineer

Any combination of training and experience in the maintenance and repair of mechanical and electrical equipment and systems which has led to the acquisition of the required knowledge, skills and abilities.

The required knowledge, skills and abilities also can be obtained by at least three (3) years of increasingly responsible experience in building maintenance involving the repair of minor electrical and mechanical equipment

Certified Building Maintenance Engineer

PLUS

Possession of the Building Owners and Managers Association (BOMA) certification from IUOE - Local 501. Possessing and maintaining such certification is a condition of employment. A current BOMA certification must be attached to the application.

NECESSARY SPECIAL REQUIREMENTS
Must possess at time of appointment and thereafter maintain in current status:

• California Driver License
• Must be able to lift and maneuver up to 40 lbs. and have the ability to reach, crouch, twist, and bend as well as demonstrate functional strength in all extremities.

HIGHLY DESIRED:

• Experience demonstrating a thorough knowledge of HVAC systems.
• Possess, or be able to obtain and maintain a Building Owners and Managers Association (BOMA) certification from IUOE-Local 501.
• Thoroughly skilled at troubleshooting most mechanical, electrical, hydraulic, pneumatic operations problems in building and related systems.
• Thoroughly skilled in customer service.
• Ability to work well with others.

KNOWLEDGE, SKILLS, AND ABILITIES

Working to thorough knowledge of: operation and maintenance of various types of boilers, their components and control systems, including computer-based control systems; tools and materials used in general maintenance and repair of mechanical and electrical equipment; methods used in maintenance and minor repair of mechanical, electrical, HVAC, and plumbing systems and equipment; mathematics (including ratios, proportions, percentages and the conversion of units of measures); fundamentals of electricity and plumbing; mechanical principals; codes relevant to the installation and operation of electrical and/or mechanical equipment; occupational hazards and safety precautions.

Working skills to: properly use and maintain power and hand tools; diagnose the cause of electrical, mechanical or system failures; work independently with minimum instruction; read and interpret blueprints, schematics, manuals and sketches.

Thoroughly skilled at: customer service; using a variety of hand and power tools used in the repair and maintenance of buildings and related systems; troubleshooting of most mechanical, electrical, hydraulic, and pneumatic operational problems in building and related systems.

Working ability to: perform a variety of building maintenance and limited repair work in the electrical and mechanical trades; work with other certified engineers and trade professionals in the performance of their duties including staff movement or work area maintenance; use standard hand and power tools; follow oral and written instructions; use both common and complex tools/equipment/procedures to maintain, diagnose, and/or repair such systems/equipment/operations; communicate effectively both verbally and in writing; maintain required logs/records; work within a dynamic work environment pivoting quickly to respond to changing priorities; effectively work well with, lead and oversee the work of non-certified maintenance staff; manage time effectively demonstrating efficiency, prioritization, and attention to detail.

WRITTEN EXAMINATION - 100%

An un-proctored, internet-based job-related written examination will be conducted to test applicants’ knowledge, skills, and abilities in relation to general mechanics, plumbing, boilers, electrical, air conditioning, reading comprehension and safety. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

ELIGIBLE LIST

Candidates successfully completing the oral examination may be placed on an eligible list for a period of one (1) year.

The eligible list established from this recruitment may be used to fill present and future Regular (including Temporary and Fixed-term), Intermittent and Extra Help vacancies. There is currently one (1) Regular vacancy in the Ventura County Fire Department.
