GENERAL DESCRIPTION :

Under the direction of the Infrastructure Contracting Branch Manager, this position performs advanced (senior-level) contract administration work in support of the Department's planning, design and construction projects. The Senior Contract Manager provides leadership and direction to a team responsible for the solicitation, award and administration of professional design services and construction contracts. Responsibilities include supervising and mentoring staff including a Team Lead for the Minor Construction program; monitoring workloads and priorities; and ensuring compliance with all applicable statutes, rules and agency policies. The Senior Contract Manager develops and implements procedures, training, and process improvements to promote consistency, efficiency and accountability within the branch. The position also leads and participates in special projects and highly complex procurements providing expert guidance on contract development, procurement, negotiation and administration. This role is responsible for providing mentorship to staff while fostering a collaborative work environment. The ideal candidate will be an effective communicator and critical thinker with demonstrated experience managing teams, administering complex contracts and driving excellence in a fast-paced environment. Works under limited supervision, with considerable latitude for the use of initiative and independent judgement. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.



Qualifications:

MINIMUM QUALIFICATIONS :

Education :

Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Public Administration, Construction Management or closely related field.

Experience :

Six years of experience with contract development, contract administration, contract management, contract monitoring, contract evaluation, financial auditing, accounting or project management.

Three years of supervisory or managerial experience overseeing professional staff engaged in procurement, contract management and related functions.

NOTE: Experience may have occurred concurrently.

Licensure :

Must possess or be able to obtain, within 30 days of employment, a valid state driver's license.

Must possess or be able to obtain, within six months of employment, a Statewide Procurement Division (SPD) Certified Texas Contract Developer (CTCD) and Certified Texas Contract Manager (CTCM) certification.

NOTE: Retention of position contingent upon obtaining and maintaining required licenses and certifications.

ACCEPTABLE SUBSTITUTIONS :

Education :

One additional year of the required experience in contract development, contract administration, contract management, contract monitoring, contract evaluation, financial auditing, accounting or project management may substitute for 30 hours of the required education, with a maximum substitution of 120 semester hours.

Experience :

Graduation from an accredited college or university with a Master's degree in Business Administration, Public Administration, Finance, Construction Management or a closely related field may substitute on a year-for-year basis, with thirty (30) semester hours equal to one (1) year experience.

PREFERRED QUALIFICATIONS :

Experience :

Five or more years of experience in construction/public works contracting including management of complex and multi-million-dollar procurements.

Experience in contracting for Professional Architectural, Engineering and Surveying Services.

Experience training and supervising staff involved in public procurement or contract administration activities.

Demonstrated experience overseeing all phases of contracting from solicitation development through negotiation, award, administration, and closeout.

Experience administering complex contracts in accordance with the Texas Procurement and Contract Management Guide and applicable statutes.

Experience applying the Uniform General Conditions for State of Texas construction projects and related contract requirements.

Experience developing or implementing contracting policies, procedures, templates, or process improvements.

Familiarity with alternative delivery methods (e.g., design-build, CMR, job order contracting).

Experience in Contract Terminations and negotiations with Sureties

Licensure :

Current Statewide Procurement Division (SPD) Certified Texas Contract Developer (CTCD) certification.

Current Statewide Procurement Division (SPD) Certified Texas Contract Manager (CTCM) certification.

KNOWLEDGE, SKILLS AND ABILITIES :

Knowledge of state and federal laws, rules, and regulations governing public procurement and contract administration, particularly for construction and professional services.

Knowledge of contract management principles, project delivery methods, and best practices in solicitation development, evaluation, negotiation, performance management, contract terminations and negotiations with Sureties.

Knowledge of governmental insurance and bonding.

Knowledge of business administration and accounting principles and practices.

Knowledge of policies and procedures of contract administration and management.

Skill in leadership, supervision, and team development, including the ability to train, coach, and evaluate staff to achieve program goals.

Skill in interpreting complex policies and legal requirements, analyzing data, and developing process improvements.

Skill in negotiation, conflict resolution, and effective communication with internal and external stakeholders.

Skill in mediating and resolving contract administration disputes and claims.

Skill in effective verbal and written communication.

Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts.

Ability to identify and mitigate risks, ensure compliance, and maintain consistency and transparency in contracting activities.

Ability to think critically, exercise good judgment, and foster a collaborative, high-performing team environment.

Ability to write and edit contracts, requirements, specifications, solicitations and related correspondence.

Ability to interpret, evaluate and develop policies, procedures and regulations.

Ability to exercise independent judgment and decision-making with little to no supervision.

Ability to assign and/or supervise the work of others.

Ability to manage multiple priorities and make sound, informed decisions under limited supervision.

Ability to conduct work activities in accordance with TPWD safety program.

WORKING CONDITIONS :

Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday.

Required to work overtime as necessary.

May be required to operate a State vehicle.

Required to travel 15% with possible overnight stays.

Must conform to TPWD dress and grooming standards, work rules, and safety procedures.

Non-smoking work environment in State buildings and vehicles.
