The PositionBargaining Unit: Local 21 - Supervisory ManagementWhy join the Contra Costa Public Works Department?The Contra Costa County Real Estate Division in the Public Works Department is seeking a qualified individual to fill a Supervising Real Property Agent position located in Martinez, California. This position will serve as a Countywide Real Estate Portfolio Manager and, under general direction, will be responsible for the development of strategies for efficient real estate portfolio management and space utilization.
Salary Incentive:In accordance with the IFPTE Local 21 Memoranda of Understanding, eligible employees who possess and maintain a valid Real Property Agent Advanced Certificate may receive a 10% salary differential above base pay. Qualifying certifications include credentials issued by IRWA (Senior Membership), BOMI, or holders of an RPA or FMA designation (per Local 21 MOU, Section 42.21).
The Contra Costa County Public Works Department (CCCPWD) is responsible for the maintenance and operation of over 650 miles of roads, 79 miles of streams and channels, and over 150 County buildings. CCCPWD services include parks and recreation, sandbag distribution, flood control, road and facilities maintenance, and storm water management. CCCPWD operates two airports, Buchanan Field Airport in Concord, and Byron Airport in Byron. CCCPWD strives for continuous improvement to deliver cost effective, safe reliable and sustainable projects, programs, and quality services.

This is what you will typically be responsible for:- Regularly confer with County departments to gather feedback on current and projected space needs in order to forecast future space requirements and develop long-term portfolio strategies
- Compile data on space utilization in County facilities and develop recommendations to optimize space usage including co-locating programs, generating revenue from unused space, and disposal of unnecessary space
- Implement technology solutions to allow for better portfolio and space management
- Develop modern workspace solutions and guidelines that reflect remote work schedules in an effort to maximize the utilization of space
- Montior the real estate market for acquisition and development opportunities that would reduce the County’s reliance on leased properties
- Perform strategic planning for the potential use or disposal of County land and buildings
- Engage with a diverse range of stakeholders including the general public, internal staff, elected officials, property owners, vendors, tenants, and landlords to ensure effective communication
- Provide direction and technical assistance to subordinate personnel

Minimum QualificationsLicense Required: Possession of a valid California Motor Vehicle Operator’s License. Out of state valid Motor Vehicle Operator’s license will be accepted during the application process.
Education: Possession of a Bachelor’s degree from an accredited college or university with a major in Business, Public Administration, Real Estate, or a closely related field.
AND, at least five (5) completed courses from a recognized Real Estate Organization such as: International Right of Way Association (IRWA), Building Owners and Managers Association International (BOMA), or the American Society of Appraisers (ASA), Appraisal Institute or Caltrans Academy;
OR, at least 5 completed real estate courses from an accredited college or university or accredited by the CA Department of Real Estate. Substitution for Education: Additional-qualifying experience may be substituted for the required education on a year-for-year basis, up to a maximum of two years.
One (1) year of additional qualifying experience may be substituted for the required real estate coursework.
Experience: Five (5) years of full-time, or its equivalent, experience in appraising and negotiating the acquisition of real property for public use, and/or negotiating the leasing and management of properties for commercial, revenue or public use, asset and/or real estate portfolio management. Two (2) years of qualifying experience must have included lead or supervisory responsibilities. One (1) year of the qualifying experience must have been at the level, or its equivalent, of Senior Real Property Agent in Contra Costa County.
There is no substitution for the two years which must have included lead or supervisory responsibilities. Residential and multi-unit residential experience alone does not qualify
Desirable Qualifications:- Real Estate license or certification, IRWA or BOMA designation
- Successful completion of Real Estate classes
- Real Estate experience working with portfolio and/or asset management, property appraisals, title companies, property management and/or leasing
- Previous working experience with portfolio and lease management software
- Experience in acquisition of property for public use or experience with public-private development on public property
- Experience working at another local public agency

In the assessment, candidates must achieve an average passing score of 70% or higher on each of the competencies, as well as an overall passing score of 70% or higher These may include, but are not limited to: Innovative Problem Solving, Professional and Technical Expertise, Building & Maintaining Relationships, Negotiating, Coaching and Developing Others, and Leading Cross-Divisional Collaboration.
