Description

THE POSITION

New hires in the Parking Meter Collection Supervisor classification may be eligible for one-time recruitment and retention bonuses totaling up to $5,000 during the first year of employment.

The Department of Public Works, Parking Services Division, is seeking a Parking Meter Collection Supervisor to oversee parking meter revenue collection operations and supervise parking meter collection staff. This position will require the ability to perform physical and operational duties, including pushing a coin collection cart, operating coin collection equipment, driving a City truck, performing extensive walking throughout a work shift, and collecting revenue from parking meters on public streets and in parking facilities. The position requires the availability to work weekends, holidays, and evening shifts, and working in inclement weather conditions.

The ideal candidate will have supervisory experience, specifically in the field of revenue collections. They will be a team player with reliable attendance and will conduct themselves in a professional manner as a representative of the City of Sacramento. The ideal candidate will be attentive to technical detail to ensure the security of parking meter revenue and willing to assist with parking meter collection duties as needed.

DEFINITION

To supervise, assign, and schedule the work of the Parking Meter Coin Collectors, and to count, audit, analyze, and provide security for parking meter revenues.

SUPERVISION RECEIVED AND EXERCISED

General supervision is provided by the Chief of On-Street Parking. Responsibilities include the direct supervision of Parking Meter Coin Collectors.

ESSENTIAL DUTIES AND RESPONSIBILITIES

EXAMPLES OF DUTIES

Duties may include, but are not limited to, the following:

- Manage and administer the collection and counting of meter revenue.
- Participate in and verify daily revenue and counting process.
- Plan, assign, and schedule the work of Parking Meter Coin Collectors.
- Conduct audits of meter collection process.
- Analyze and realign meter route boundaries as necessary.
- Monitor and investigate meter route variances.
- Develop and maintain accurate, timely management information reports.
- Establish and maintain necessary records, reports, logs and documents relating to parking meter collection activities.
- Select, assign, assist, and evaluate subordinate personnel.
- Prepare bank deposits.
- Perform field collection work as necessary.
- Maintain and issue meter collection equipment and supplies.
- Monitor the collection process to ensure security integrity.
- Plan and implement proper security procedures.
- Control and maintain inventory and distribution of keys.
- Perform related duties as assigned.

QUALIFICATIONS

Knowledge of:

- Methods and techniques of supervision, scheduling, and routing.
- Security procedures used in revenue and cash collection.
- Basic accounting and record keeping techniques and practices.
- Personal computer operations, database management, and spreadsheet application.
- Data collection and statistical analysis.

Ability to:

- Schedule, assign, and supervise the work of Parking Meter Coin Collectors.
- Conduct audits of meter collection process.
- Analyze parking meter revenues.
- Investigate and respond to public inquiries and complaints.
- Maintain accurate ledgers, reports, and statistics.
- Operate a computer and use common software packages.
- Lift heavy objects in the normal course of work.
- Walk up to fives miles per day and work in inclement weather.
- Communicate clearly and concisely, orally and in writing.
- Work independently.
- Deal effectively with others.

EXPERIENCE

Two years of increasingly responsible public contact experience in coin collection, auditing, or accounting with some lead experience.

SPECIAL QUALIFICATIONS

Driver License:

Possession of a valid Class C Driver License at the time of appointment. Loss of the Class C License is cause for discipline. Individuals who do not meet this requirement due to a physical disability will be reviewed on a case-by-case basis.

3. Eligibility : Candidates who pass the Training and Experience Test will be placed on the eligible list. The hiring department may contact candidates for interview at any time during the life of the one-year list. Candidate’s eligibility expires one year from the date of notification of a passing score for the Parking Meter Collection Supervisor examination.
4. Screening Committee : (Pass/Fail)- All candidates that pass the examination and are in one of the top three ranks will have their application forwarded to the hiring department for review. The hiring department will select the most competitive applications for further consideration. 5. Conditional Hire: Upon receipt of a conditional offer, the selected candidate must complete and pass Live Scan/fingerprinting. If applicable, candidates may also need to pass a pre-employment medical exam, controlled substance and/or alcohol test, and possess any required licensure or certification prior to receiving a start date from the Department. Failure to meet these prerequisites will be grounds for withdrawal of your conditional offer of employment.
