About the Opportunity

The City of Ventura is seeking an experienced and strategic Housing Services Manager to join our Community Development team. This position plays a critical leadership role in overseeing the City’s federally funded housing and community development programs, with primary responsibility for administering and ensuring compliance with the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs.

Serving as the City’s lead authority on federal housing grant administration, the Housing Services Manager ensures full compliance with U.S. Department of Housing and Urban Development (HUD) requirements while advancing local housing and homelessness priorities. This role blends strategic leadership with hands-on oversight of funding cycles, reporting, subrecipient monitoring, procurement, and audit readiness to ensure programs are effective, accountable, and aligned with City goals.

Key responsibilities include:

Federal Program Administration & Compliance

• Direct and administer the City’s CDBG and HOME programs, ensuring compliance with all HUD regulations and federal entitlement requirements.
• Oversee the full federal funding lifecycle, including:
  • Consolidated Plan and Action Plan development
  • IDIS administration
  • CAPER preparation and submission
  • Environmental review processes
  • Timeliness and expenditure compliance standards
• Develop, issue, and manage RFPs/NOFAs, including scoring rubrics, eligibility determinations, and funding recommendations.
• Monitor subrecipients and contractors for programmatic and fiscal compliance, including risk assessments, desk reviews, and on-site monitoring.
• Ensure audit readiness and maintain comprehensive documentation systems to support federal monitoring and reporting requirements.
• Interpret and apply HUD regulations, OMB Uniform Guidance, and related federal requirements to ensure ongoing compliance.

Housing & Homelessness Strategy Implementation

• Lead implementation of the City’s Housing Element as it relates to program funding, compliance, and actionable housing initiatives.
• Oversee administration of housing and homelessness programs funded through CDBG, HOME, ESG, and other state or federal sources.
• Develop and manage the City’s homelessness funding strategy, including oversight of contracted service providers and performance monitoring.
• Coordinate point-in-time count activities and related federally required reporting.

Grant Administration & Financial Oversight

• Manage grant agreements, funding allocations, reimbursements, and contract execution.
• Oversee procurement processes consistent with federal and local requirements.
• Prepare, administer, and monitor division and program budgets tied to federal and state funding sources.
• Track performance outcomes and expenditures to ensure regulatory compliance and strategic alignment with City priorities.

Leadership & Representation

• Serve as the City’s subject-matter expert on federally funded housing and community development programs.
• Advise the Community Development Director, Assistant Community Development Director and executive leadership on regulatory requirements, funding risks, and strategic opportunities.
• Prepare and present reports and funding recommendations to the City Council, Planning Commission, and other public bodies.
• Supervise, train, and evaluate assigned staff and consultants engaged in federal program administration and housing initiatives.
• Build and maintain collaborative relationships with partner agencies, service providers, and community stakeholders.

The Ideal Candidate - Preferred Qualifications

The ideal candidate will demonstrate:

• Direct, hands-on management of CDBG and HOME programs within a municipal or county entitlement setting.
• Strong experience with HUD compliance, including IDIS, CAPER reporting, subrecipient monitoring, and federal regulatory requirements.
• Proven experience managing federal grant funding cycles, procurement processes, and contract oversight.
• Experience with Housing Elements and the state certification process as well as annual progress reporting
• At least two (2) years of supervisory experience overseeing professional staff or consultants.
• The ability to lead complex housing and homelessness initiatives while ensuring regulatory compliance and alignment with City priorities. HMIS user experience desired.
• At least two (2) years of experience presenting before decision making bodies, boards, commissions, and councils

Minimum Qualifications - Required

A combination of education, training, and experience equivalent to a bachelor’s degree in urban planning, public administration, business, sociology, social sciences, or related field and five years of progressively responsible professional experience in housing related field, including two years of supervisory experience.

License: Possession of a valid California Class C Driver License is required at time of employment.

About the Department

The Community Development Department is responsible for guiding the City’s growth in a way that is safe, sustainable, and responsive to community needs. The department oversees planning and zoning, permit services, building and safety, code enforcement, housing, and redevelopment activities. Through these functions, Community Development ensures that new development and improvements to existing properties comply with City policies, zoning regulations, and building and safety standards.

Working collaboratively across divisions and with City leadership, commissions, and the public, the department supports economic vitality, protects neighborhood quality, advances affordable housing initiatives, and promotes long-term planning goals. Community Development plays a key role in shaping the built environment while balancing regulatory requirements, public safety, and community values.
