The Position

This open recruitment is being conducted to fill one (1) full-time vacancy for the position of Deputy Director of Public Works-Flood Control and Water Resources for the Public Works Department at Napa County. This is an at-will, management position. The eligibility list established from this recruitment may also be used to fill current and future full-time, part-time, limited term, and extra help vacancies for up to twelve (12) months from the establishment date.

ABOUT THE POSITION:
The Department of Public Works at Napa County is dedicated to sustaining health, safety, quality of life and protection of natural resources by providing and maintaining public facilities and services in partnership with the community and other public agencies for current and future residents, workers, animals, and visitors of Napa County.

Under administrative direction, the Deputy Director of Public Works - Flood Control and Water Resources assumes full management responsibility for the Flood Control and Water Resources Division within the Public Works Department. This Division includes a broad variety of projects and programs, including Flood Control, Watershed Management and Restoration, Municipal Stormwater compliance, and Solid Waste. These projects and programs include a number of special districts and community facilities districts that are staffed by the County, notably the Napa County Flood Control & Water Conservation District, two water and wastewater districts near Lake Berryessa, and the Upper Valley Waste Management Agency. This position coordinates division activities with other County departments and external agencies, provides highly responsible and complex administrative support to the Director of Public Works, and may act on behalf of the Director in their absence.
The Napa County Flood Control and Water Conservation District (District) serves as the local sponsor for the award-winning Napa River Flood Management Plan in coordination with the Army Corps of Engineers and administers water supply contracts, watershed management, stormwater management programs throughout Napa County. The District's mission is to conserve and manage flood and stormwaters to protect life and property, maintain the County's watershed using environmentally sound practices, and provide coordinated planning to meet the community's water supply needs. The position will direct the assigned staff and operations of the District in coordination with, and under the direction of the Independent District Board of Directors.
This at-will management position is responsible for providing strategic leadership and direction in the implementation of departmental programs and projects. The incumbent oversees multiple divisions and functions, including engineering, operations, and administrative programs within the Public Works Department. Key responsibilities include executive-level oversight of staff, internal operations, and the administration and technical direction of complex public works and water resources programs. The role requires strong leadership, sound judgment, and the ability to manage competing priorities in a dynamic and highly visible environment.
