Job Description

Location: Public Health Lab - Stillwater, OK

Salary: up to $95,000.00 based on education and experience

Full Time /Part Time: Full Time

Work Schedule: Monday - Friday

Primary Hours: 8:00am - 5:00pm

Position Description:

The Business Manager provides oversight of the business, financial, and operational support functions of the Oklahoma State Department of Health (OSDH) Public Health Laboratory (PHL), located in Stillwater, Oklahoma.

Position Responsibilities/Essential Functions:

Financial Management and Budgeting

• Develop and manage the laboratory’s operating budgets, including state and federal funding streams.
  
• Monitor expenditures, track grants, and ensure funds are used in accordance with funding requirements.
  
• Co-sign checks and vouchers concerning purchase orders, travel expenses, vendor claims and other expenditures.
  
• Develop systems for defining expenditures/revenues for individual testing sections/tests within the laboratory.
  
• Prepare financial reports and assist leadership with financial planning and resource allocation.
  

Procurement and Contracts

• Oversee purchasing of laboratory supplies, equipment, and services.
  
• Manage vendor relationships and coordinate procurement processes in accordance with state regulations.
  
• Assist with development and administration of contracts, service agreements, and cooperative agreements.
  

Grants and Program Administration

• Support the administrative management of federal and state grants (e.g., CDC cooperative agreements).
  
• Coordinate reporting requirements, budget modifications, and compliance documentation.
  

Operational and Administrative Support

• Work with laboratory leadership to support strategic planning, program implementation, and operational efficiency.
  
• Coordinate administrative activities such as facility management, equipment service contracts, and inventory oversight.
  
• Conduct inventories and maintain records of laboratory property.
  
• Supervise supply activities and schedule repairs, preventative maintenance and calibrations of laboratory equipment.
  
• Assist with policy development and implementation of administrative procedures.
  

Personnel

• Coordinate hiring actions, conduct employment interviews, develop and maintain position descriptions, and personnel records in collaboration with human resources.
  
• Track staffing allocations, position budgets, and workforce planning needs.
  
• Identify training needs of team and ensure in-service training appropriate for needs.
  

Regulatory Compliance

• Ensure continuous compliance of laboratory and personnel with applicable institutional policies and applicable regulations.
  
• Support audit preparation and documentation for financial and administrative processes and coordinate corrective-action responses, as needed.
  
• Interpret state and federal regulatory financial requirements and translate them into actionable policies and procedures.
  
• Develop, implement and maintain policies and procedures designed to ensure high-quality, effective and compliant financial operations for the laboratory.
  
• Ensure financial documents and records are complete, accurate, and maintained in accordance with regulatory and organizational standards.
  

Leadership and Supervision

• Supervise team of administrative financial assistants.
  
• Be accessible to the laboratory to provide on-site, telephone, or electronic consultation, as appropriate.

Training and Professional Development

• Accept and fulfill delegated administrative and technical responsibilities, as permitted by regulatory authorities.
  
• Commit to self-improvement and continuous professional development through participation in OSDH-provided education and relevant local, state, regional, or national meetings, seminars, or workshops.
  

Other Duties

• Being on site at the laboratory is an essential function of the job.
  
• Demonstrates knowledge of and supports mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality standards, and the code of ethical behavior.
  
• Works effectively in team environment, participating and assisting their peers.
  
• Maintain regular and reliable attendance, adhering to assigned work schedules to ensure consistent laboratory coverage and completion of essential duties.
  
• This position may be required to work on occasional weekends or holidays to support continuation of laboratory operations or response to surges in testing activities.

Education and Experience

Required

Eligible candidates for this position must meet the following minimal qualifications:

• A bachelor’s degree in accounting, finance, or business, healthcare or public administration or management, or other relevant field from an accredited institution.
  
• At least one year of professional experience in business management, accounting, or procurement.
  

Preferred

• Master’s degree in Business Administration (MBA), Public Health (MPA), Public Health (MPH), or Health Administration (MHA).
  
• At least 1 year in a supervisory role.
  
• Experience in healthcare or equivalent setting.
  
• Professional certification such as Certified Public Manager (CPM), Certified Government Financial Manager (CGFM), or Certified Public Accountant (CPA).

Knowledge

• Understanding of state government financial and procurement systems.
  
• Knowledge of federal grant management requirements (e.g., CDC cooperative agreements).
  
• Sound understanding of contract administration and applicable purchasing regulations.
  
• Knowledge of workforce management principles, including employee hiring, supervision, competency assessment, and team building.
  
• Knowledge of budget planning and resource management for laboratory programs.
  

Skills/Abilities

• Demonstrated leadership, organizational, and change management skills.
  
• Ability to exercise initiative, independent judgment, and delegate authority within established guidelines.
  
• Proficiency in standard office laboratory tools and technologies, including Microsoft® Office applications.
  
• Ability to operate electronic financial and procurement systems used to manage purchasing, contracts, invoices, and budget tracking, e.g., PeopleSoft, Oracle ERP Cloud, Global Healthcare Exchange.
  
• Ability to organize and facilitate both in-person and virtual meetings.
  

Physical Demands and Work Environment:

This position is set primarily in an office environment but entails occasional visits to the onsite laboratory where individuals may be potentially exposed to hazardous chemical and biological agents. While performing the duties of this job, employees may be required to sit for long periods of time, to operate a computer, mouse and keyboard, to view a computer screen for long periods of time, to use various computer software and laboratory/health information systems, to operate instruments with moving parts, to perform analytical thinking, to concentrate and pay close attention to detail, to hear, understand, and distinguish speech and/or other sounds, and read and interpret various documents. In accordance with federal regulations, any individual considered for employment who uses marijuana or possesses a medical marijuana license-regardless of state legalization-is classified by the federal government as an unlawful user of a controlled substance. As such, they are deemed a “restricted person” and are federally prohibited from accessing select agents and toxins.
